Presenting a New Vision for Leap Forward and Development on the 22nd
Overall Planning and Coordination for City Administration... Strengthening Ulsan’s Competitiveness
On the 22nd at 11 a.m., the Planning and Coordination Office of Ulsan City will announce and begin implementing the key tasks in the planning sector for 2025 to “Lead the Great Leap Forward of the Great City of Ulsan” at the press center on the 3rd floor of the city hall main building.
The Planning and Coordination Office is a core department of the city that leads efforts to strengthen Ulsan’s competitiveness and sustainable development by coordinating projects promoted by all departments for the “Newly Created Great Ulsan” envisioned in the 8th elected administration, while also presenting a future-oriented direction.
The key tasks in the planning sector for 2025 announced by the Planning and Coordination Office on this day consist of six promotion strategies.
The six promotion strategies are ▲ Strengthening Ulsan’s future strategy control function ▲ Preparing future growth engines to achieve results in the second half of the 8th elected administration ▲ Leading the local era through regional competitiveness enhancement ▲ Providing citizen-centered legislative services and bold regulatory innovation ▲ Implementing inclusive electronic administration by strengthening digital administrative services ▲ Securing stable revenue and realizing tax justice for citizen happiness.
① Strengthening Ulsan’s future strategy control function
Ulsan City plans to present a new vision for a new leap and development, concretize the future vision through this, and improve urban competitiveness. To align with the newly established city administration vision and goals of the 8th elected administration, the mid- to long-term development plan will be revised, and a “New Vision Proclamation Ceremony” presenting the future blueprint of Ulsan desired by citizens will be held in June to pledge a new leap forward.
The Ulsan-type metropolitan visa will be implemented in March as part of the solution to the decrease in the local labor population caused by low birth rates, aging, and population outflow to the metropolitan area. Through this, the city will actively promote the inflow of skilled foreign talents needed in local industrial sites and fully launch a customized foreigner policy led by Ulsan.
Additionally, the “Ulbusim Life+ Project,” which citizens can tangibly feel changes in their lives, will be expanded to promote lifestyle projects that allow all Ulsan citizens, from children to seniors, to feel pride, thereby adding convenience to citizens’ lives.
② Preparing future growth engines to achieve results in the second half of the 8th elected administration
To achieve results in the second half of the 8th elected administration, the city will comprehensively consider the steady promotion of key projects and maintaining sound finances, strengthening fiscal soundness through efficient budget allocation and stable debt management.
Furthermore, the city will actively respond to secure national budget projects with high regional ripple effects and foster future industries in line with the government’s budget allocation direction. It will also pursue an increase in ordinary local allocation tax through proposals to improve the calculation indicators of the local allocation tax, aiming to secure the highest national budget ever this year through all-out efforts.
③ Leading the local era through regional competitiveness enhancement
The city will enhance policy execution by establishing an implementation plan for the local era to concretize the vision of the local era. It will also promote the enactment of the “Haeoreum Industrial Belt Support Special Act” to institutionalize customized special cases suitable for local conditions.
Along with this, to respond to the crisis of local extinction through solidarity among cities, the “Haeoreum Alliance Metropolitan Promotion Team,” officially launched in January this year, will lay the foundation for sustainable super-regional new growth engines. A “Haeoreum Alliance Win-Win Council Policy Forum” will also be held in the first half of the year to explore joint cooperation projects and win-win development plans.
④ Providing citizen-centered legislative services and bold regulatory innovation
To provide legislative services that citizens can feel, a free legal counseling office for daily life legal issues and administrative dispositions will be operated.
The Regulatory Innovation Promotion Team will directly visit local companies to actively resolve corporate difficulties and promote customized regulatory innovation for companies.
In addition, due to the increase in foreign workers in Ulsan’s manufacturing industry and the continuous rise of multicultural households, the city plans to utilize preemptive surveys to develop related policies in response to the growing demand for foreigner policy-related statistics.
⑤ Implementing inclusive electronic administration by strengthening digital administrative services
The city will expand the construction of “Ulsan Moa,” an online reservation platform for public facilities, to integrate and provide various public facility information such as culture and sports in one place, thereby enhancing citizens’ convenience.
By integrating artificial intelligence (AI) and robotic process automation (RPA) technologies, the city will automate simple, repetitive, and time-consuming tasks to improve overall work process efficiency.
⑥ Securing stable revenue and realizing tax justice for citizen happiness
As a mid- to long-term revenue increase plan to overcome the local extinction crisis, the city will propose amendments to the Local Tax Act regarding the taxation of seabed resource local resource facility tax and promote institutional improvements for tax support to attract headquarters of large corporations, thereby strengthening revenue increase and tax support in response to future environmental changes.
Moreover, Ulsan City operates a special mobile collection team for strong collection activities against malicious high-amount tax delinquents. Building on last year’s achievements, it will continue strong on-site collection activities to realize tax justice and foster a culture of sincere tax payment.
