From now on, diligent taxpayers in Gyeonggi Province will receive medical expense discounts even if they submit their certificates afterward.
The Gyeonggi Province Residents' Rights Committee announced on the 21st that it held the first regular meeting of 2025 on the 16th and approved the agenda related to the "Diligent Taxpayer Medical Expense Discount System."
Gyeonggi Province selects more than 200,000 diligent taxpayers annually, and they receive discount benefits when receiving medical treatment at over 50 contracted medical institutions within the province. However, to receive the medical expense discount benefits when using contracted medical institutions, the "Diligent Taxpayer Certificate" must be presented in advance. As a result, there have been frequent cases where taxpayers who did not consider the diligent taxpayer benefits failed to present the certificate beforehand at medical institutions and thus could not apply the medical expense discount.
Accordingly, through this regular meeting, the Residents' Rights Committee recommended reviewing measures to allow diligent taxpayers who failed to present the "Diligent Taxpayer Certificate" in advance and thus did not receive medical expense discounts to submit the certificate afterward and still receive the discount benefits.
They also recommended preparing supplementary measures to ensure that there are no cases where diligent taxpayers miss out on discount benefits due to lack of awareness of additional benefits and provincial policies.
Meanwhile, based on the investigation results of grievances received through the National Sinmungo, the Residents' Rights Committee decided to introduce and operate the "Grievance Plus" system starting this month for grievances where no illegal or unjust actions by administrative agencies were found but where residents' rights violations and inconveniences were confirmed.
Grievance Plus is a system that provides grievance applicants, whose rights violations and inconveniences have been confirmed, with ▲ guidance on rights relief procedures through deliberation and resolution by the Residents' Rights Committee ▲ simplified application procedures allowing grievance submission through oral requests by applicants ▲ participation of field experts who are members of the Residents' Rights Committee in grievance investigations to strengthen the protection of applicants' rights.
Jang Jin-su, Chairman of the Gyeonggi Province Residents' Rights Committee, said, "I hope that the committee's recommendation for system improvement will foster a tax culture that respects diligent taxpayers and expand practical benefits," adding, "I also hope that the newly operated 'Grievance Plus' will serve as an opportunity to actively discover and resolve cases of residents' rights violations."
