Local Governments Can Ease Average Slope and Elevation Standards by Up to 20% Through Ordinance

Gapyeong-gun, Gyeonggi Province (Governor Seo Tae-won) announced on the 20th that it will give legislative notice of the 'Ordinance on Standards for Mountain Land Use Permits' until February 3rd to overcome the risk of population extinction by easing mountain land regulations in population decline areas.

This ordinance was prepared in accordance with the recently revised 'Enforcement Decree of the Mountain Management Act.' The decree stipulates that local government ordinances can relax the standards for mountain land use permits regarding △average slope △elevation △standing timber volume within a 20% range to improve residential conditions and revitalize the local economy in population decline areas.


According to the legislative notice ordinance, the standards for mountain land use permits will be relaxed to an average slope of 30 degrees or less, and the standing timber volume per 1 hectare (approximately 3,000 pyeong) will be adjusted to 180% or less of the county average. It also includes allowing elevation (the height of the mountain top based on the lower part of the mountain foothill) up to less than 60%.


The county is also conducting legislative notice for a partial amendment to the 'Gapyeong-gun County Planning Ordinance' for development activity permits, and detailed information can be found on the Gapyeong-gun website.


Governor Seo Tae-won said, “Although Gapyeong-gun is part of the metropolitan area, it has suffered significant damage due to overlapping regulations. We will actively seek ways to utilize the mountain forests as a future growth engine as well as to attract population through this policy easing mountain land regulations in population decline areas.”
