Gwangju Dong-gu Council Establishes Basis for Issuing Dong-gu Sarang Gift Certificates Moon Sunhwa Gwangju Donggu Councilor

A legal basis will be established for the issuance of the "Donggu Sarang Gift Certificate," a local currency aimed at promoting consumption among alleyway businesses and small merchants in Dong-gu, Gwangju.


According to the Dong-gu Council of Gwangju on the 19th, the "Ordinance on the Issuance and Operation of the Donggu Sarang Gift Certificate in Dong-gu, Gwangju" was passed as originally proposed at the Social and Urban Committee of the Dong-gu Council on the 15th. This ordinance was spearheaded by Council Member Moon Sunhwa, with all council members co-sponsoring the proposal.


The ordinance was prepared to support alleyway businesses and traditional market small merchants suffering from severe management difficulties due to the recent "three highs" phenomenon?high interest rates, high prices, and high exchange rates?and shrinking consumption. The main contents include the form of issuance, face value, validity period, purchase and holding limits, and discount sales of the gift certificate.


The ordinance enhances effectiveness as a small business-centered policy by restricting franchise registration for businesses with annual sales exceeding 3 billion KRW or large-scale stores.


Moon Sunhwa emphasized, "With the enactment of this ordinance, we can prevent the outflow of local funds, promote local consumption, and thereby increase the sales and management stability of small merchants."
