Mandatory Disclosure for Expenses Over 500,000 Won
An ordinance bill outlining the standards for the execution of business promotion expenses and the obligation to disclose usage details in Dong-gu, Gwangju, has passed the standing committee of the local council.
According to Dong-gu Council on the 15th, the 'Ordinance on Standards and Disclosure of Business Promotion Expenses in Dong-gu, Gwangju,' proposed by Councilor Park Hyunjung (Progressive Party, Dong-gu A District), passed the Planning and General Affairs Committee's review on this day.
The ordinance bill proposed by Councilor Park was designed to enhance transparency and accountability in the use of business promotion expenses. It is significant in that it systematizes regulations related to business promotion expenses, which had previously been scattered across higher-level laws and guidelines.
The ordinance specifies detailed standards for the execution of business promotion expenses. Key points include: ▲Mandatory detailed documentation for hospitality expenses of 500,000 won or more ▲Disclosure of usage details on the Dong-gu website after the end of each quarter ▲At least one related training session per year.
To prevent inappropriate use, the ordinance explicitly prohibits: ▲Personal use unrelated to official duties ▲Cash payments to media or broadcast company personnel ▲Payment of social club fees or consolation money. Additionally, when payments are made in cash, the affiliation or address and name of the recipient must be disclosed, further strengthening transparency.
Councilor Park stated, "With the enactment of this ordinance, systematic management of business promotion expenses will become possible," adding, "We expect this will enhance the transparency of budget execution and further increase residents' trust in the district administration."
