Prosecutors' Special Investigation Unit Indicts Former Colonel Kim Yong-gun for 'Pre-martial Law Conspiracy' and Detains Him

Former Colonel Kim Yong-gun, accused of premeditating the December 3 emergency martial law at a fast food restaurant, has been brought to trial.

The Special Investigation Headquarters for Emergency Martial Law of the Prosecutor's Office (headed by Park Se-hyun, Seoul High Prosecutor) announced on the 15th that former Colonel Kim was arrested and indicted on charges of engaging in important duties related to rebellion and abuse of authority obstructing the exercise of rights.


Former Colonel Kim is suspected of meeting with former Intelligence Commander Noh Sang-won and others at a fast food restaurant in Ansan, Gyeonggi Province, on the day of the martial law, last month on the 3rd, to premeditate the martial law.


The prosecution has identified that they led the plan to establish and operate the '2nd Investigation Unit,' composed of Intelligence Service agents. The 2nd Investigation Unit was reportedly assigned the role of occupying the Central Election Commission building after the declaration of martial law, arresting election-related personnel, and transporting them to the B1 bunker of the Capital Defense Command.


Former Colonel Kim was dishonorably discharged after being arrested and indicted in 2018 on charges of downplaying and concealing the 'comment manipulation incident' by the National Cyber Command of the Lee Myung-bak administration while serving as the head of the investigation headquarters at the Ministry of National Defense Investigation Headquarters from 2013 to 2014.
