Changwon Special City Expands Customized Housing Welfare Projects to Stabilize Livelihoods

Investing 70.3 Billion KRW in 12 Housing Welfare Projects

Changwon Special City in Gyeongnam will actively expand customized housing welfare projects for welfare beneficiaries this year to focus on universal housing welfare support for citizens' lives and livelihood stability.

The city's housing welfare budget for this year is 70.3 billion KRW, an increase of 6.6 billion KRW compared to last year's 63.7 billion KRW.


For low-income households and people with disabilities facing economic difficulties, the city will promote △housing benefits △rental deposit support projects △moving expense support projects △housing renovation projects for the disabled. For newlyweds, the city will promote △jeonse (long-term deposit lease) loan interest support projects △housing purchase loan interest support projects.


Additionally, to stabilize youth housing, the city will promote △the Ministry of Land, Infrastructure and Transport (MOLIT) and Changwon City youth monthly rent support project △monthly rent support project for victims of jeonse fraud and low-interest loan interest support project for jeonse, and for general households △jeonse deposit return guarantee fee support project △jeonse loan interest support project for multi-child (three children) households.


The standard median income will increase by 6.42%, the largest increase since the introduction of the customized benefit system in 2015. Accordingly, the housing benefit recipients with a standard median income of 48% or less will be expanded, and the rental fee standard for leased households will increase by 5.4% from 333,000 KRW to 351,000 KRW for a household of four. The housing repair cost for owner-occupied households will increase by 29% from 12.41 million KRW to 16.01 million KRW for major repairs.


To alleviate the housing cost burden for youth, the current youth monthly rent support project (MOLIT) will extend the support period from one year to two years, providing up to 200,000 KRW per month for 24 months, and is scheduled to be implemented until December 2027. Accordingly, the city plans to actively propose to the government to extend the project period of the youth monthly rent support project to provide financial formation opportunities for young adults starting their careers. The housing purchase loan interest for newlyweds will relax support criteria by extending the eligibility from within five years of marriage registration to within seven years, and increasing the combined annual income limit from 80 million KRW to 100 million KRW, thereby expanding the support target.


The city plans to produce and distribute the ‘2025 Easy-to-Understand Housing Welfare Service Guide,’ which contains detailed information on the target recipients, project contents, and application methods for the 12 housing welfare projects being promoted. The guide will be posted on the city’s website and SNS, and distributed to eup/myeon/dong administrative welfare centers, public health centers, and welfare centers to enhance citizens’ access to information.


Park Hyun-ho, Director of Urban Policy, stated, “We will focus all administrative efforts on expanding the scope of housing welfare support and strengthening housing welfare services so that citizens can enjoy universal housing welfare services in the city.”
