First Forum of the Year Invites Lawyer Kim Yong-beom:
"Key Regulations and Issues of the Promotion Committee"
Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that it will operate the 'Nowon-gu Reconstruction and Redevelopment Rapid Promotion Forum' to accelerate reconstruction and redevelopment efforts.
As of 2025, the district has 73 aged apartment complexes (with over 200 households) that are more than 30 years old, totaling approximately 83,000 households, making it a region with strong enthusiasm for reconstruction and redevelopment throughout the area. Although the district has consistently supported the replacement of old water pipes, fundamentally, reconstruction is urgently needed to enhance the competitiveness of the aging city.
In fact, an analysis of the causes of population decline in the district revealed that poor residential environments ranked first, and supporting this, the most urgent administrative task identified by residents was the rapid reconstruction issue.
In 2022, the district formed the nation's first public-private consultative body, the 'Nowon Reconstruction and Redevelopment Rapid Promotion Team,' to increase the speed of reconstruction and redevelopment and strengthen the cooperation system among experts, promotion entities, and the district government. Since 2024, the forum has been held regularly, focusing on strengthening promotion capabilities based on communication and accurate information sharing.
Last year, which saw major institutional changes such as the Special Act on Old Planned Cities, the reorganization of the district unit plan for the Sanggye-Junggye housing development district, and the 2030 Seoul Metropolitan City Basic Plan for Residential Environment Improvement, the district used the forum as an opportunity to communicate with rapid promotion team members and reconstruction promotion committee members from each complex, quickly sharing the rapidly changing reconstruction environment and boosting momentum for promotion.
The first forum of this year will invite lawyer Kim Yong-beom (Geonseung Law Firm) as a lecturer to provide an explanation of the operation regulations of the promotion committee and the main contents of the association bylaws. During the reconstruction and redevelopment process, various resident-led organizations such as the promotion preparation committee, promotion committee, and association are formed at different stages, but many face difficulties due to lack of expertise or conflicts. Lawyer Kim will lecture on ▲legal issues and key regulations ▲practical precautions ▲recently changed related systems and hold a Q&A session with attendees.
This forum is scheduled to be held on the 15th at 6:30 PM in the auditorium on the 2nd floor of the Nowon Lifelong Education Center.
A district official stated, “Most complexes experienced a slowdown in project promotion last year due to soaring construction costs and excessive contributions after passing safety inspections,” but added, “Since there have also been achievements such as rapid reorganization of district unit plans and institutional improvements to enhance project feasibility, it is necessary to respond swiftly to changes.”
In fact, with the recent decision on the district unit plan for Wolgye 2 Housing Development District, the Wolgye 2 District, currently consisting of about 5,000 households, will be reborn as a representative residential complex in Gangbuk with 6,700 households. Additionally, four complexes including Sanggye Jugong Complex 6 have raised expectations by announcing project promotion through the rapid integrated planning method.
District Mayor Oh Seung-rok said, “Opportunities to revive promotion momentum are being created through public-private cooperation, such as improvements in the reconstruction safety inspection process and the application of project feasibility correction factors,” and added, “We will continue to collaborate and support future-oriented urban design and residential environment improvement.”
