Incheon City Operates Chatbot Service 'Incheon Toktok'..."24-Hour Civil Complaint Response"

Incheon City announced that starting from the 13th, it will operate a chatbot service called 'Incheon TokTok' that responds to civil complaints 24 hours a day based on KakaoTalk.


Incheon TokTok is an AI counselor that handles civil complaints in seven areas including transportation, welfare, daily life, and jobs, answering a total of 221 questions. Users can access the service immediately by searching for 'Incheon Metropolitan City Website' in the KakaoTalk friends list screen and registering it as a Plus Friend.


Whenever users have questions about civil complaints, they can ask Incheon TokTok and receive real-time answers. The consultation content is provided in text form along with links to the civil complaint website.

The city explained that it built the answer data by maximizing the use of existing materials without using a budget. In particular, based on the top 50 consultation cases from the Incheon City call center, the city gathered necessary information for citizens and organized the service into seven areas: transportation, welfare, inconvenience reports, daily life, jobs, disaster & safety, and housing.


The most essential chat window contains 221 types of answers to frequently asked questions by citizens through the Incheon City website and call center. As of last year, major questions included early vehicle scrapping, electric vehicles, recruitment, and bus inconveniences. The city plans to continuously improve the service to provide answers to questions that have low frequency and are not yet registered.


The first screen of Incheon TokTok connects to shortcuts providing key interest information such as festival, exhibition, and event information, integrated reservations, customized benefit services, citizen participation (surveys and events), and Incheon City news.


An official from Incheon City said, "We have established a system on mobile that responds to online civil complaints 24 hours a day," and added, "We will continue to improve it to provide more accurate answers in the future."
