Kim Gil-seong, Mayor of Jung-gu, Seoul; Oh Eon-seok, Mayor of Dobong-gu; and Jung Won-oh, Mayor of Seongdong-gu, among other Seoul district mayors, are drawing attention by strengthening communication with employees and enhancing welfare in the new year.


These district mayors are making efforts to improve welfare by listening to the difficulties faced by frontline employees.

Kim Gil-seong, Mayor of Jung-gu, Seoul, will conduct a “Visiting Neighborhood Field Report Meeting” by touring all 15 neighborhoods of Jung-gu from Donghwa-dong starting on the 13th through February.


This initiative aims to directly inspect major projects and current issues in each neighborhood and get closer to residents’ daily lives. During this process, he will also hold communication sessions with low-tenure public officials and listen to their difficulties.


Mayor Kim plans to carefully check the progress of key projects in each neighborhood to realize “a reliable Jung-gu that residents meet anywhere in daily life” and ensure that policies are properly delivered to residents.


He emphasized, “The issues in each neighborhood are directly related to residents’ lives,” and expressed his determination to “address the issues of neighborhood community centers, which are the frontline of administration interacting with residents, and create changes that residents can feel.”


Mayor Kim will also closely communicate with neighborhood community center employees. In particular, he plans to listen to the difficulties of low-tenure employees and field workers and reflect them in improving administrative services and work environments.


Additionally, he intends to meet with resident representatives of each neighborhood to exchange New Year greetings and focus on concretely understanding local issues and turning them into policies. He is committed to creating changes in daily life through policies that reflect residents’ voices.


Since taking office, Mayor Kim Gil-seong has consistently prioritized communication-based administration. Last year, he expanded contact with residents through initiatives such as “Hwamokhan Date,” “Field Meetings,” and “Neighborhood Walks.”


Especially, the “Direct Communication Phone with Neighborhood Heads,” introduced nationwide for the first time, received great responses from residents. This communication phone serves as a channel to listen to and respond in real time to various resident opinions, from minor inconveniences in daily life to policy suggestions, thereby building trust in administration.


In January, the district plans to visit Donghwa-dong (13th), Myeong-dong (14th), Cheonggu-dong (16th), and Jungnim-dong (17th), where new neighborhood heads have been appointed. After the Lunar New Year holiday, the remaining 11 neighborhoods will be visited.


Mayor Kim Gil-seong of Jung-gu said, “I will meticulously manage even the smallest gaps in administration so that residents can feel changes in their daily lives,” and added, “This year, I will work even harder on the ground to make Jung-gu a more convenient and happy place for residents.”



Dobong-gu Employees Enjoy New Year’s Hotel Vacation and Glamping Welfare Benefits

Dobong-gu (Mayor Oh Eon-seok) will implement a newly revised employee welfare system starting this month to boost employee morale.


The most notable changes relate to employee leisure activities. Employee leisure greatly affects work productivity and job satisfaction. The district expects that the revamped leisure system will significantly improve not only individual satisfaction but also organizational atmosphere.


Starting this year, in addition to the existing corporate condos, the district plans to operate a weekend retreat facility. Until now, employees could only use designated corporate condos and resorts.


However, now employees can enjoy “hokangseu” (a newly coined term meaning a vacation at a hotel) and “glamping” (a newly coined term meaning glamorous camping) on weekends. This diversification of available accommodations reflects changing vacation trends. Weekend retreat accommodations include hotels in Seoul and glamping sites.


The biennial support system for autonomous retreats, implemented since last year, will continue. Until the year before last, employees were given 300,000 KRW for retreat support through a lottery.


However, since some employees were excluded by the lottery, the system was changed last year to a biennial system (even and odd years) so that everyone can benefit.


The district will also implement systems to improve working conditions. Starting this year, a “Newcomer Leap Leave” granting three days of special leave will be given to public officials with less than five years of service, and an “Overtime Work Annual Leave Conversion System” will allow overtime pay to be used as annual leave.


For a safer working environment, security guards will be expanded at neighborhood community centers, and clothing expenses will be supported for neighborhood community center employees for flood control and snow removal.


Mayor Oh Eon-seok of Dobong-gu said, “A healthy employee means a healthy organization, and a happy employee means happy residents,” adding, “We will continue to communicate with employees and discover and implement welfare projects for them to foster a healthy organizational culture.”


Seongdong-gu Promotes ‘Happy Management Season 4’ to Create a Happy Work Environment

Seongdong-gu, Seoul (Mayor Jung Won-oh) is promoting “Happy Management Season 4” to create a happy work environment based on communication and cooperation for mutual growth.


As part of efforts to establish a healthy and vibrant organizational culture balancing work and life, the district held a joint labor-management agreement ceremony for “Happy Management Season 4” with the Seongdong-gu branch of the Seoul Regional Headquarters of the Korean Government Employees’ Union on December 27.


The agreement focuses on expanding welfare and work environment improvement projects that employees can feel, including ▲ creating a healthy and vibrant organizational culture through work-life balance ▲ continuously promoting happy management projects that all employees can equally enjoy ▲ enhancing employee satisfaction through diverse and fair welfare projects.


Despite difficult financial conditions, labor and management agreed to develop 10 projects aimed at fostering balanced work and life for employees and a healthy and vibrant organizational culture.


First, support will be provided for shingles vaccination for employees’ health management. Winter work uniforms will be distributed to all employees, the on-site store will be reopened, and support for congratulatory funds for employees’ children entering school will be expanded to enhance employee welfare.


Additionally, various projects to improve working conditions will be promoted, including support for employees’ share of public vehicle insurance premiums, payment of expenses for disaster safety allowances and event support work, expansion of group insurance coverage, and improvement of special leave operations.


Mayor Jung Won-oh of Seongdong-gu said, “We are promoting ‘Happy Management’ with the belief that employees’ happiness leads to resident satisfaction and makes Seongdong a better place to live,” adding, “We will continue to carefully consider employees’ needs through ongoing communication and cooperation and improve working conditions to create a happy workplace culture.”
