Operation of Counseling Centers: 123 Jeonse Fraud Cases Reported, 67 Supported
Emergency Living Expense Applications of 1 Million KRW per Household Also Accepted
Namyangju City, Gyeonggi Province (Mayor Joo Gwang-deok) has been supporting tenants affected by jeonse fraud through a counseling center operated since 2023, focusing on stabilizing the livelihoods of ordinary citizens and helping victims recover.
According to Namyangju City on the 10th, the city has established and is operating jeonse fraud victim counseling centers in the Housing Division of the City Hall main building and the Real Estate Management Division in the second government building.
At the counseling centers, eligibility criteria for victims are assessed, and legal and psychological support are provided through linked consultations with lawyers and judicial scriveners.
For tenants recognized as victims of jeonse fraud, the centers provide guidance on necessary support such as △housing support △financial support △tax support, and also accept applications for emergency living expenses of 1 million KRW per household.
Additionally, comprehensive support is continued through cooperation with related organizations such as LH (Korea Land and Housing Corporation), GH (Gyeonggi Housing and Urban Corporation), HUG (Housing and Urban Guarantee Corporation), and the Namyangju City Collection Division.
In particular, the Jeonse Fraud Special Act, revised in September last year, includes provisions such as △relaxation and clarification of victim eligibility △recognition of victims including those defrauded before moving in (double contracts) and those with jeonse rights established △increase of the deposit limit from 300 million KRW to 500 million KRW, enabling more victims to receive relief.
Over the past three years, the city has received a total of 123 reports of jeonse fraud, recognized 67 cases as victims and provided support, and completed emergency living expense payments for 64 cases.
Namyangju City plans to enact an ordinance on support for jeonse fraud victims by 2025 to establish more systematic and efficient support measures.
Mayor Joo Gwang-deok stated, “Based on three years of experience operating the victim support counseling center, we will do our best to prevent jeonse fraud and assist victims,” adding, “We will respond more actively to ensure the housing stability of ordinary citizens.”
