Support for New Public Officials to Execute Tasks Immediately through Intensive Competency Enhancement
Promotion of Development of Standard Educational Materials for Balanced Regional Growth
The Gyeonggi Provincial Office of Education (Superintendent Lim Tae-hee) announced on the 6th that it has developed and distributed an onboarding program and standardized educational materials (lesson plans and textbooks) for newly appointed local government officials.

The Office of Education is promoting balanced competency development across regions by establishing a system to strengthen the job capabilities of new public officials. Accordingly, the development of this program and materials was focused on intensive competency enhancement in areas where new officials face difficulties after their appointment.
In particular, by developing and distributing standardized educational materials for new officials, it supports the operation of high-quality training and helps the program to settle and become more active, which is highly meaningful.
Previously, from July to August last year, the Office of Education directly operated a short-term (pilot) training to prepare a standardized program for intensive competency enhancement targeting newly appointed local officials. This was planned to increase the on-site effectiveness of the onboarding program scheduled to be operated at the level of education support offices starting this year.
The main contents of the standardized program include ▲ weekly lesson plans for the onboarding program ▲ regulations and guidelines for payroll tasks (theoretical materials) ▲ payroll task practice (practical materials) ▲ learning questions and explanatory materials.
The Office of Education distributed the developed materials by region and operated training on ‘100% utilization of educational materials’ for regional instructors who will be active starting this year to ensure the program is firmly established on-site.
Additionally, all materials are uploaded on the Office of Education’s website to assist not only new officials but also participants in practical training and low-experience officials in utilizing them.
So Byeong-yeop, Director of the Administrative Competency Policy Division at the Office of Education, said, “We hope that the regionally expanded standard education program starting this year will greatly help new officials adapt to public service,” and added, “We will continue to expand various educational programs for new officials and actively seek ways to develop educational materials.”
