On the 4th, the office of Kim Seung-won, a member of the Democratic Party of Korea, received an 83-page indictment of former Minister Kim from the Ministry of Justice, in which the word president was mentioned 141 times. This number excludes terms such as the Presidential Office and Chief Presidential Secretary.
The term 'defendant,' referring to former Minister Kim, was mentioned 124 times. President Yoon Seok-yeol was mentioned more frequently than the accused, former Minister Kim.

The frequent mention of the president, comparable to President Yoon's own indictment, is interpreted as the prosecution's judgment that the declaration of emergency martial law on December 3 and the conspiracy and execution of insurrection were carried out with President Yoon at the apex.
The prosecution stated in former Minister Kim's indictment that "the defendant conspired sequentially with President Yoon and others to incite a riot for the purpose of disrupting the constitutional order."
The Special Investigation Headquarters for Emergency Martial Law of the prosecution (headed by Park Se-hyun, Chief Prosecutor of the Seoul High Prosecutors' Office) arrested and indicted former Minister Kim on the 27th of last month on charges of engaging in important duties related to insurrection and abuse of authority.
