The police attempted to arrest the head of the Presidential Security Service who prevented the arrest of President Yoon Seok-yeol, but the High-ranking Officials' Crime Investigation Division (HOCI) reportedly did not permit it.
According to a compilation of reports by Asia Economy, the police tried to arrest Park Jong-jun, head of the Security Service, at the presidential residence in Yongsan-gu, Seoul, on charges of obstructing the execution of a warrant, but HOCI blocked the attempt. There are criticisms that HOCI's willingness to execute the warrant was effectively weak.
With police support, HOCI began executing the arrest warrant around 8 a.m. that day but was blocked by the Presidential Security Service and failed to secure President Yoon's custody, stopping the execution around 1:30 p.m.
The Special Investigation Unit of the National Police Agency has registered charges of obstruction of official duties against Park Jong-jun, head of the Presidential Security Service, and Kim Seong-hoon, deputy head of the Presidential Security Service, and has requested their appearance by tomorrow.
HOCI stated that they approached within 200 meters of the presidential residence but were unable to carry out the execution due to a 'wall' formed by about 200 soldiers and Presidential Security Service personnel.
