In the press reference materials released by the prosecution investigating the ‘12·3 Emergency Martial Law’ incident, which included the indictment and arrest of Army Chief of Staff Park An-su and Army Special Warfare Command Commander Gwak Jong-geun, some of the soldiers' recordings and memo contents from the day of martial law were disclosed. These included phone call recordings and memo excerpts written by Special Warfare Command field commanders and officers.


According to these materials, around midnight on the 4th, when lawmakers were gathering at the National Assembly to lift the martial law, the Special Warfare Command leadership considered cutting off electricity or even descending from the roof of the Assembly building using ropes.


At 1 a.m. on the 4th, the Special Warfare Command field commanders exchanged conversations such as, “Can we cut the electricity?” “I will check,” and “The President ordered to break down the door and drag them out. Guide the battalion to your side.”


In a cellphone memo written by a Special Warfare Command officer, phrases like “Can’t we cut the electricity?” and “Can’t we descend from the roof of the Assembly building?” were recorded. Additionally, right after the announcement of the lifting of martial law, notes such as “Erase: call records, texts” and “Didn’t know. Let’s say we found out by watching the broadcast that day” were also written.

The calls of the field commanders revealed the tense situation on the day of martial law. One commander instructed, “Hey. Go to the main building of the National Assembly. They are locking the doors and trying to pass the resolution. Break down the doors and drag them all out.” There were also statements like, “We will enter through the back gate and side with 707 personnel,” “Break the glass if you have to,” and “We are trying to enter through the back gate.”


The Special Investigation Headquarters for Emergency Martial Law (Head: Park Se-hyun, Seoul High Prosecutor’s Office Chief) stated in the press reference materials containing these details that “Defendant Gwak Jong-geun, Special Warfare Command Commander, ordered the deployment and blockade of the National Assembly and the National Election Commission upon the declaration of martial law and attempted to infiltrate the National Assembly building and obstruct the resolution to lift martial law.”
