Yeosu City to Launch 'Cultural Foundation' as Culture and Arts Control Tower in the Second Half of This Year

Central Role Expected for Regional Arts Promotion Organization

Yeosu City in Jeollanam-do is expected to launch the "Yeosu Cultural Foundation," an initiative aimed at realizing its vision as a city of culture and arts, within this year.


According to Yeosu City on the 2nd, the city is working toward launching the "Yeosu Cultural Foundation" in the second half of this year to expand citizens' opportunities to enjoy culture and arts and to vitalize the local cultural and artistic scene.

The foundation will serve as a dedicated organization responsible for planning, discovering, and implementing cultural and artistic policies tailored to the region's characteristics, and it is scheduled to be located at the current Munsu-dong Community Center.


Once established, the foundation is expected to ensure continuity and professionalism in cultural policy through the operation by experts in art planning. It will also accelerate Yeosu's progress as a cultural hub city by building an organic network among local artists and organizations, developing specialized cultural programs, and expanding opportunities for cultural enjoyment.


In particular, the foundation is projected to generate an economic ripple effect, including 56.3 billion KRW in production, 30.3 billion KRW in added value, and the creation of 584 jobs, thus positively impacting the local economy.


Previously, the city held the "Final Report Meeting on the Establishment Plan for the Yeosu Cultural Foundation" in 2023. In September last year, a feasibility study was completed by the Jeonnam Research Institute, a designated specialized institution for the feasibility review of local investment and contribution organizations.


Subsequently, in November, the plan was reviewed and approved by the Yeosu City Investment and Contribution Organization Operations Deliberation Committee, and the city is currently in discussions with Jeollanam-do in anticipation of review by the Jeollanam-do Investment and Contribution Organization Operations Deliberation Committee.


Once the deliberation by Jeollanam-do is complete, the city plans to proceed with administrative procedures such as enacting ordinances, forming the foundation's board of directors, and registering the corporation.


The Yeosu Cultural Foundation will be organized into four teams with approximately 30 personnel: the Management Support Team, the Culture and Arts Promotion Team, the Festival Planning and Operations Team, and the Facility Operations Team. These teams will carry out various projects to promote culture and the arts.


The foundation will promote a variety of cultural brand projects that highlight Yeosu's unique characteristics and will directly plan, operate, and support major local festivals.


In addition, it will engage in culture and arts policy R&D projects, such as discussing the direction of local cultural policies through the establishment of a culture and arts network, and will support stable creative activities for local artists, as well as the provision of exhibitions and performances.


Furthermore, the foundation will encourage citizen participation in cultural and artistic activities by offering demand-oriented, customized culture and arts education programs for all age groups, from children to seniors, and will pursue plans for the consignment operation and management of cultural facilities.


Jung Kimyeong, Mayor of Yeosu, stated, "The Yeosu Cultural Foundation will serve as a focal point for the systematic and consistent implementation of culture and arts policies, and as a starting point for Yeosu's leap forward as a cultural hub city," adding, "We will make thorough preparations to ensure its launch within this year."
