The eighth term of Yangpyeong County Governor Jeon Jin-seon, launched with the vision of ‘Happy Yangpyeong for People and Nature,’ has passed its halfway mark and concluded the year 2024. To create an attractive Yangpyeong filled with happiness and anticipation, Yangpyeong County has been tirelessly advancing with sincere dedication, sharing joys and hardships with its residents. Here, we review the achievements of 2024 and the tasks planned for 2025.

◇ 83.4% Fulfillment Rate of the 8th Term Election Promises


As of two years and six months since the launch of the 8th term, Yangpyeong County has been diligently fulfilling its promises to residents by achieving a 65.8% completion rate and a high fulfillment rate of 83.4% for 117 detailed projects under 29 promises aligned with the five major administrative directions of the county as of the end of November 2024.


◇ Selected as an Environmental Education City

To realize the vision of “Happy Yangpyeong for People and Nature,” Yangpyeong County designated selection as an environmental education city as a core environmental pledge of the 8th term and has continuously pursued environmental protection and education efforts, culminating in its official designation as an environmental education city in 2025.


Yangpyeong County, blessed with pristine natural environments despite overlapping regulations, aims to become an environmental education city that harmoniously blends forests and urban areas and leads climate crisis adaptation. Through establishing an environmental education culture, it strives to achieve carbon neutrality. To create a single-use item-free Yangpyeong, it has led the operation of the Yongdam-ri specialized district and the distribution of reusable containers. Additionally, it promotes practical resource circulation education and generation-specific ecological sensitivity education linked to environmental resources such as the Supul-ro and ecological learning boats, making Yangpyeong a national model city for environmental education that permeates daily life.


◇ Reopening of Semiwon Floating Bridge and Hosting of Dumulmeori Music Festival

The traditional floating bridge connecting Semiwon and Dumulmeori, the largest and first of its kind nationwide, was reopened. This pontoon bridge, originally installed on the Han River by order of King Jeongjo of the Joseon Dynasty to visit Crown Prince Sado’s tomb, was recreated by connecting Semiwon and Dumulmeori with 44 boats in the form of a bridge. The floating bridge holds historical significance, embodying King Jeongjo’s filial piety and scholar Jeong Yak-yong’s wisdom. It conveys the message of ‘unity’ by linking Semiwon and Dumulmeori and serves as an important milestone in promoting and popularizing the beautiful garden, paving the way for its designation as a national garden.


Furthermore, the Dumulmeori Music Festival, themed on harmony, unification, peace, and prosperity?reflecting the geographical and historical significance of where the Namhan River, originating from Taebaek Mountain, and the Bukhan River, starting from Geumgang Mountain, meet?was successfully held with enthusiastic attendance of around 2,000 spectators. It is hoped that the Dumulmeori Music Festival will establish itself as a new cultural content and act as a catalyst for becoming the first national garden in the metropolitan area.


◇ Revolutionary Overhaul of Public Transportation System

With rapid population growth, large-scale apartment complexes, and increased vehicle traffic, Yangpyeong faced limitations in its existing transportation system and road conditions, leading to congestion and resident inconvenience. To resolve these issues, the county dramatically improved transportation conditions and road environments.


Centered around Yangpyeong Station, a convenient and safe transfer transportation environment was created by establishing a smooth transfer system linking rail, taxis, and buses. City bus routes were reorganized to pass through apartment complexes, Yangpyeong downtown, and Yangpyeong Station, making the station the hub of public transportation and enhancing residents’ commuting convenience.


Additionally, the expansion of the roundabout in front of Yangpyeong Station and the installation of a new roundabout at Yangpyeong Market public parking lot improved traffic flow. The creation of 130 parking spaces at the Yangpyeong Station-linked parking lot, 145 spaces at Yangpyeong-eup public parking lot, and installation of smart bus stops alleviated the most inconvenient traffic congestion and road issues in the city. These efforts established a smooth public transportation system, preparing Yangpyeong-eup for an attractive era of 50,000 residents.


◇ 10 Consecutive Years of Welfare Administration Awards from the Ministry of Health and Welfare

Based on a solid public-private cooperation system, Yangpyeong County won the Welfare Administration Award for excellent performance in five categories of the 2024 Ministry of Health and Welfare’s regional welfare project evaluation, marking 10 consecutive years of receiving this honor. The Welfare Administration Award is given by the Ministry of Health and Welfare to outstanding local governments nationwide for regional welfare projects. Yangpyeong County received awards in the disability policy category (grand prize), best award for public-private cooperation and resource linkage, excellence award for visiting health and welfare services, excellence award for prevention and management of solitary deaths, and excellence award for public response system operation for child abuse. Additionally, it won the top prize in the Gyeonggi-do welfare project evaluation for community social security plan implementation and the best award in the discovery of neighbors in crisis and public-private cooperation dementia projects.


Yangpyeong’s excellent welfare internally and externally is the result of responding to welfare needs based on a dense human safety net, actively communicating with residents, and building an inclusive community without exclusion. This achievement owes much to the cooperation of residents who personally practice care and consideration.


Yangpyeong County is also actively responding to diverse welfare demands by sector and function, such as expanding national and public daycare centers and youth cultural centers by region, improving health and welfare services as a measure of residents’ quality of life, and building a healthy city.


◇ Smart Yangpyeong Toktok Wins Presidential Award

Yangpyeong achieved the remarkable feat of winning the ‘29th Local Government Information and Communication Best Practice Presidential Award.’


At the start of the 8th term, a communication-based civil complaint platform was proposed as a pledge project, and under the motto ‘Making Residents’ Daily Lives Convenient!,’ the nation’s first AI data-based local government smart civil complaint administration service platform, ‘Smart Yangpyeong Toktok,’ was born.


Planned in 2022 to simplify administrative tasks and maximize resident convenience, it was jointly developed from 2023 with DK Tech Inc., a Kakao IT solution development subsidiary. Currently, it provides services such as large waste disposal reporting, various public service one-stop integrated reservations, county government promotional content notifications, and AI civil complaint consultation services. With about 25% of Yangpyeong residents registered, it is gradually expanding its contact points with residents. Notably, the cleaning administration significantly reduced application and reception operating costs, creating social benefits of 830 million KRW annually. The integrated reservation system for Yangpyeong Park Golf Course achieved a 100% facility reservation rate, improving operational efficiency.


The presidential award recognized the excellence of Yangpyeong’s digital policies, making residents’ daily lives more convenient and enabling public officials to handle tasks more efficiently. Through digitalization of administrative work, it further enhances resident convenience and accessibility to administration.


◇ Yangpyeong County’s First Olympic Medal in Judo

At the 33rd Paris Olympics, Yangpyeong County’s athlete Kim Min-jong won silver and bronze medals, and Kim Won-jin won a bronze medal, achieving a remarkable feat. The Yangpyeong County workplace sports team achieved a brilliant elite sports performance with 18 awards in the 2024 competition (5 international, 13 national), enhancing Yangpyeong’s image and boosting residents’ pride.


The county also led sports marketing utilizing sports infrastructure and human resources, hosting over 10 national-level competitions such as the Yangpyeong Lee Bong-ju Marathon, Mongyang Cup National Judo Competition, and Yangpyeong County Governor’s Little Baseball Tournament, generating a regional economic ripple effect of 600 million KRW. Additionally, about 10,000 spectators visited Yangpyeong for 15 home games of Yangpyeong FC in 2024.


Moreover, through elite sports, Yangpyeong’s external promotion increased recognition. The county provides visiting athletes and officials with information on tourist attractions, food, and accommodations, linking major local tourist facilities and commercial districts to revitalize the regional economy.


◇ New Opening of Yangpyeong Library and Senior Welfare Center

Yangpyeong opened a new cultural hub for all generations with the opening of Yangpyeong Library, and established the best welfare space for healthy and vibrant senior citizens with the new senior welfare center.


Built in 1993, the Yangpyeong County Public Library was the first public library in the county, leading the spread of reading culture and beloved by residents. However, due to aging buildings and insufficient reading spaces and convenience facilities, the county newly built and relocated the Yangpyeong County Public Library and Children’s Library as Yangpyeong Library.


Yangpyeong Library, with one basement floor and four above-ground floors, is equipped with facilities such as a toddler playroom, book caf?-style reading room, observatory, terrace, and rest area, creating a comfortable atmosphere for reading and relaxation. To improve the online reading environment, the library’s website was completely revamped to enhance stability and provide personalized search services, improving user convenience and accessibility. Adjacent to Yanggang Island and Mulsori-gil walking trail, as well as cultural facilities like Yangpyeong County Art Museum, Yangpyeong Cultural Center, and Lifelong Learning Center, it is expected to become the center of the Yangpyeong cultural cluster and a new landmark.


Additionally, Yangpyeong County built a senior welfare center, fulfilling the long-standing wishes of its 129,000 residents. The senior welfare center, with one basement and three above-ground floors, includes program rooms, beauty salons, smart health rooms, fitness rooms, small meeting rooms, table tennis rooms, billiard rooms, and computer rooms. All facilities are electronically systemized, and the county plans to expand lifelong education, hobby, and leisure programs, provide balanced nutritious meals, and operate health programs, making it a resting and learning place for about 38,000 seniors in the county.


◇ Secured 40 Billion KRW in Provincial Funds for Regional Balanced Development Projects

Yangpyeong County secured 40 billion KRW in provincial funds in the ‘3rd Gyeonggi-do Regional Balanced Development Project,’ gaining significant momentum for strategic projects in the latter half of the 8th term. For regional development and economic revitalization, seven strategic projects are planned. First, the county will promote facility improvement projects for Semiwon, Gyeonggi-do’s first local garden, and create a new entrance space highlighting Semiwon’s unique charm, establishing it as a representative attraction of Yangpyeong and laying the foundation for national garden designation.


Additionally, a pedestrian bridge installation project connecting Mulangae Neighborhood Park in Yangpyeong-eup, Yanggang Island, and Tteodeureong Island will enhance Yangpyeong’s eco-friendly image by utilizing its pristine natural scenery and attract tourists nationwide to boost the local economy.


The Walkable Yanggeuncheon Stream project aims to create pedestrian paths and waterfront spaces that residents want to walk on by installing night lighting for beautiful nighttime scenery, repairing sewage pipelines, and constructing vertical garden drop structures and weirs, with the goal of transforming Yanggeuncheon into a Cheonggyecheon-like stream. The Yongmunsan Tourist Area access road expansion project will separate sidewalks and roadways and widen the existing two-lane road to three lanes, improving accessibility and enhancing tourism convenience to revitalize the local economy.


The Danwol-myeon Regional Vitality Sports Infrastructure Expansion project aims to nurture sports talents and attract national-level sports competitions to prevent the outflow of school-age population from Danwol-myeon and build an image as a sports mecca.


Furthermore, to prepare for population growth and regional economic revitalization in Yangdong-myeon, the Cha-eum Plus Complex Center construction project is planned. To promote balanced regional development and bring change and vitality, a complex cultural space integrating facilities for infants and young children and cultural facilities will be created. The anticipated transformation of attractive Yangpyeong through strategic projects in the latter half of the 8th term is eagerly awaited.


◇ Festivals Every Day in Yangpyeong

Yangpyeong County is diversifying travel courses (festivals and events) by traveler segments and themes to increase visitors and create an image of Yangpyeong as a desirable and enjoyable tourist destination.


The 14th Yongmunsan Wild Vegetable Festival, Yangpyeong’s representative festival, was successfully held as a zero single-use item and no-bucket festival, attracting about 130,000 visitors and generating 420 million KRW in tourism revenue. It won the grand prize in the festival economy category at the 12th Korea Festival Content Awards, recognized as an excellent festival in Korea.


The county has installed tourist information centers at local attractions to provide travel convenience to visitors and relocated and newly built the Yangpyeong Tourist Information Center at Yangpyeong Station Plaza for more active tourism promotion. The development of various courses on the Yangpyeong Mulsori-gil trail attracted about 1,700 participants to the ‘Challenge! Complete Mulsori-gil in One Month’ event, generating an economic effect of about 360 million KRW. Yangpyeong ranked first in satisfaction for summer vacation in Gyeonggi-do in 2024, firmly establishing itself as the top tourist destination in the metropolitan area.


With slogans like ‘Travel Yangpyeong All Month Long,’ ‘Winter in Yangpyeong,’ and ‘Health Tour,’ the tourism catchphrase ‘Simsimple in Yangpyeong’ invites visitors to come lightly when bored. The county is developing travel content capturing Yangpyeong’s charm and tourism products that invigorate the local economy, and is planning a pet-friendly tourism city.


◇ Infrastructure Improvements for Vibrant Traditional Markets

To revitalize the four traditional markets, the foundation of Yangpyeong’s grassroots economy, the county implemented customized commercial district revitalization projects for each market along with infrastructure improvement projects. The Yangpyeong Mulmalgeun Market Renaissance Project supports overall revitalization of the commercial district by linking traditional markets and surrounding commercial areas. The Yangpyeong Mulmalgeun Market Light Street project is underway, installing landscape lighting and signage using storytelling.


Yangsu-ri Traditional Market, adjacent to the metropolitan area’s top tourist destinations Dumulmeori and Semiwon, is promoting a cultural tourism market development project. The construction of a customer support center provides resting areas, public restrooms, and a customer culture center to the increasing number of visitors, creating a convenient shopping environment.


Yongmun Millennium Market is advancing market management package support projects, including establishing an online and offline joint sales system and operating a shared office based on the Millennium Startup Center to boost small business sales. The construction of a public parking lot improved market accessibility for visitors. Yangdong Ssanghak Market is also constructing a customer support center, scheduled for completion in March 2025, to enhance customer convenience and serve as a communication space for residents and merchants. Yangpyeong County is invigorating the local economy by implementing customized projects tailored to each market’s characteristics.


◇ ‘Safety, Environment, Tourism, Health’ Selected as Four Core Administrative Keywords for 2025

Yangpyeong County Governor Jeon Jin-seon announced that in the new year of 2025, the Year of the Wise Green Snake, he will dedicate all his heart and strength to creating ‘Attractive Yangpyeong Filled with Residents’ Happiness’ by selecting ‘Safety, Environment, Tourism, and Health’ as the four core administrative keywords.


△ First, a ‘Safe City’ Yangpyeong where everyone is safe.

By establishing the Economic Safety Bureau, the county will systematically and proactively respond to disasters and accidents, build a safe and convenient transportation network, expand CCTV and streetlights to create a safe residential environment, and prepare for international safe city certification by establishing a five-year comprehensive safety city plan.


△ Second, an ‘Environmental City’ Yangpyeong where everyone enjoys a good living environment.

By establishing the Environmental Education Bureau, the county will strengthen environmental education suited to changing times, establish basic plans for carbon neutrality and green growth, promote practical resource circulation education, and conduct generation-specific ecological sensitivity education linked to local environmental resources, advancing Korea’s best environmental education and raising environmental awareness.


△ Third, a ‘Tourism City’ Yangpyeong where every region is a travel destination.

Utilizing Yangpyeong’s well-preserved natural, cultural, and artistic resources, the county will newly develop the ‘Yangpyeong County Tourism Culture Belt Project.’ In the western region, efforts will be accelerated for Semiwon and Dumulmeori national garden projects, and ecological cultural trails will be prepared linking Turtle Island with Supul-ro. In the central region, the Walkable Yanggeuncheon Stream project, suspension bridge connecting Mulangae Park, Yanggang Island, and Tteodeureong Island, and nightscape lighting installation will create beautiful days and nights in Yangpyeong. In the eastern region, projects include expanding Yongmunsan tourist area roads, developing Gudun Station as a tourist resource, establishing Jipyeong International Peace Park and Yangpyeong History Museum, and promoting Yongmunsan cable car and Chueup Mountain tourism resource projects.


△ Fourth, a ‘Healthy City’ Yangpyeong where everyone is happy.

The county will do its best to operate sports facilities such as well-equipped gyms in each town and township, park golf courses, soccer fields, and barefoot walking trails to promote residents’ healthy fitness. It will lead eco-friendly agricultural production expansion, health promotion projects, and health care through health centers and clinics, supporting the health and old age of children and seniors, and promoting a healthy city through a dense welfare environment.
