"Regulatory Deregulation Is Not an Event"
Seoul Mayor Oh Se-hoon expressed his determination to 'abolish regulations' at the first meeting of the new year. Mayor Oh announced that he would actively start 'eliminating regulations' this year by receiving ideas from employees and departments.
On the morning of the 2nd, Mayor Oh posted on Facebook that "at the first meeting of the year, I emphasized that abolishing regulations is vital for revitalizing people's livelihoods." He explained, "I personally named it 'abolishing regulations' with a stronger will than 'regulatory reform,'" adding, "'Reform' means adjusting existing systems, whereas 'abolishment' signifies a more proactive attitude of boldly eliminating unnecessary systems."
He also mentioned that he has begun collecting opinions to promote the abolition of regulations. Mayor Oh said, "At this morning's first executive meeting of the year, I made it clear that abolishing regulations is not just an event," and added, "All departments and employees were encouraged to propose ideas for abolishing regulations through creative suggestion methods." He also stated that a reward system to activate regulatory improvement ideas from frontline public officials would be launched.
Mayor Oh emphasized that the benefits of removing regulations will return to the citizens. He said, "The biggest enemy of people's livelihoods is the uncertainty citizens face during the permit process, especially the risk-averse and passive administration of field staff," and added, "Seoul City will lead the abolition of regulations, relieve citizens' burdens, and open up the future."
Earlier, in his New Year's address, Mayor Oh also stated, "With the determination to reduce half of the regulatory authority, we will actively pursue a 'war against regulations.'"
