Goyang City Selects 'Outstanding Public Officials and Excellent Employees in Proactive Administration' Recognized by Citizens

16 Awardees Selected at Active Administration Best Practice Contest
Cases with High Citizen Impact, Including Utilization of Discarded Coffee Grounds, Chosen

Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 30th that it held the award ceremony for the 2024 second half Active Administration Best Practices Competition on the 27th at the city hall's main conference room.

In the 2024 second half Active Administration Best Practices Competition, the city awarded and encouraged 16 outstanding active administration public officials and excellent employees of public institutions who achieved excellent active administration results with high citizen satisfaction.


This competition attracted attention for expanding the scope of active administration by selecting not only public officials who actively promoted their work and achieved results but also outstanding active administration employees of affiliated public institutions.


Among the 42 active administration cases submitted by each department (38 by public officials, 4 by public institutions), 11 cases (9 by public officials, 2 by public institutions) passed the preliminary screening. After deliberation and resolution by the Goyang City Active Administration Committee, a total of 12 outstanding active administration public officials were selected: 1 team for public officials, 2 teams for the grand prize, and 3 teams for the excellence award. For public institutions, 4 employees from 2 teams received the grand prize.


Notably, this competition highlighted active administration achievements in areas closely related to citizens' lives, such as reducing livestock manure by utilizing discarded coffee grounds, enhancing the city brand by attracting large-scale performances using idle local resources (Goyang Sports Complex), and pioneering new opportunities for startup companies through collaboration with large shopping malls.


For public officials, the awards went to ▲ Team Leader Chu Ji-ae and Officer Woo Seung-joo from the Agricultural Technology Center's Research and Development Division for reducing livestock manure odor by utilizing discarded coffee grounds; ▲ Team Leader Choi Jin-ho and Specialist Kwon Min-ju from the Culture and Arts Division for enhancing Goyang City's urban brand image by attracting large-scale performances to Goyang Sports Complex; ▲ Team Leader Heo Eun-kyung and Deputy Team Leader Kim Seung-yeol from the Corporate Support Division for increasing startup companies' annual sales by 250% compared to last year through collaboration with Goyang Starfield, who received the grand prize.


Additionally, the excellence awards were given to ▲ Team Leader Lee Chung-seop and Officer Shim Jun-young from the Communication and Cooperation Office for activating communication channels with Seoul City to resolve resident compensation issues caused by Seoul's avoidance facilities; ▲ Team Leader Lee Sung-won and Specialist Seong Nam-shin from the Tourism Division for revitalizing the dormant Haengju Fortress to develop it into a world-class tourist resource; ▲ Team Leader Kwon Dae-ho and Officer Ha Heon-ho from Wonshin-dong, Deogyang-gu, for establishing a village-level public-private care system to prevent recurrence of solitary deaths.


The grand prize for public institutions was awarded to ▲ Manager Kim Ji-han and Chief Ji Hyun-jung from Goyang Urban Management Corporation for creating a 24-hour open smart beautiful restroom, and ▲ Deputy General Manager Lim Sun-young and Staff Kim Hyun-joo from the affiliated institution for developing an Excel-based one-click automation system to simplify the contract process for commissioned institutions.


Outstanding active administration public officials who actively solved problems based on creativity and expertise to alleviate citizen inconvenience and promote citizen happiness will receive preferential treatment such as performance points in personnel evaluations and monetary rewards, while excellent employees of public institutions will be awarded the Goyang Mayor's Commendation.


Mayor Lee Dong-hwan of Goyang Special City said, “The outstanding active administration public officials selected this time are those who have always thought and acted to help Goyang Special City grow into a better city.” He added, “I hope they will continue to lead active administration as talents of Goyang Special City and work to create a happy Goyang Special City for its citizens.”
