Jung Won-oh, the mayor of Seongdong-gu, is the only three-term mayor in Seoul during the 8th local government election, despite his young age.


He formed ties with Seongdong as a parliamentary aide to Lim Jong-seok, a former presidential chief of staff and a two-term National Assembly member from Seongdong-gu. He is also a 'Seongdong-gu expert,' having served as the head of the Seongdong-gu Facilities Corporation during the tenure of former mayor Ko Jae-deuk, who holds the record as Seongdong-gu's first four-term mayor.


He knows the Seongdong area thoroughly, and the local residents recognize him as a politician, which is an excellent condition. It is also true that there are evaluations around him that if Mayor Jung had stopped at his second term and challenged the National Assembly, he could be currently serving with a badge.


Since his inauguration as a first-term mayor in the 6th local government, the introduction of the ‘visiting primary care physician for elderly living alone’ and the gentrification policy in Seongsu-dong have become nationwide benchmark policies.


There is another reason why he is currently serving as a three-term mayor as a result of these efforts. In other words, he is leading the organization stably.


There is a saying that ‘personnel is everything,’ emphasizing that personnel management is the most important in organizational management.


Yu Bo-hwa, the deputy mayor and an alumnus of the University of Seoul who served as the head of the Autonomous Administration Division and Policy Planning Officer?key positions as a personnel expert in Seoul City?has worked for four years and will retire from public service on the 30th. During his tenure, Deputy Mayor Yu communicated well with employees and solved Seoul City’s problems.


Also, Kim Hee-gap, the Seoul City Transportation Planning Officer, was appointed as of January 1. Both deputy mayors are highly regarded for their excellent character and are considered the right people to successfully support Mayor Jung’s policies.


These personnel moves have been carried out smoothly without conflict, stabilizing the organization. This time, it is predicted that ** will be promoted to Grade 4 (Director), and this prediction is coming true as expected.


Since it is often the case that when anyone predicts that ** will be promoted, it happens exactly as predicted, the organizational atmosphere is very stable.


This foundation has led to the emergence of previous policies.


Mayor Jung maintained this trend in the recent personnel appointments as well. Lee Seon-ha, head of the Autonomous Administration Division, and Kang Jong-sik, head of the Welfare Policy Division, were promoted to Grade 4 and appointed as the director of the District Council Secretariat and the Welfare Bureau, respectively.


Lee Seon-ha, who was highly praised for creating the best department atmosphere while serving as the Public Relations Officer, not only played an excellent role as the head of the Autonomous Administration Division but also has a good character.


Kang Jong-sik is a welfare expert who graduated from Seoul National University’s Department of Social Welfare and has served as the head of the Elderly and Disabled Division.


This personnel move clearly demonstrates the principle of placing the right people in the right positions.


Along with this, the recent personnel appointments are also evaluated as forming the best combination in the public relations line. Lee Shin-jung, a former public relations team leader known for harmony and proactiveness, was appointed as the Communication Officer of Oksu-dong. Also, Lee Eun-ji, an administrative officer who played an excellent role as the head of the Garden City Team in the Parks and Greenery Division, was appointed as the head of the Press Team.


Thus, together with diligent staff members Kim Hyung-joo and Song Eun-seon in the press team, they are expected to form a fantastic team to successfully promote Mayor Jung Won-oh’s district administration philosophy and achievements.


In fact, public relations is increasingly emphasized in autonomous administration. No matter what policies are created and implemented, if they are not properly promoted, they fail to shine.


Therefore, when appointing public relations personnel, it is necessary to consider both character and ability comprehensively.


This underscores its importance. Personnel appointments create a very important opportunity to renew the organizational atmosphere.


Seoul City and its 25 autonomous districts have carried out year-end personnel appointments, completing preparations to implement administration that pays closer attention to people’s livelihoods in 2025.
