The Daejeon Metropolitan Government announced on the 27th that it has established a five-year master plan for the Regional Innovation-led University Support System (RISE) and submitted it to the Ministry of Education.


The master plan is based on the vision of "Establishing an Education Innovation Ecosystem for Cooperation among Academia, Industry, Research Institutes, and Government to Realize Daejeon as an ABCD+QR Economic and Science City," and consists of five major projects and twelve sub-projects. "ABCD+QR" refers to Daejeon's six strategic industries: Aerospace, Biohealth, Chips (Nano/Semiconductor), Defense, Quantum, and Robot.


The five major projects are: △ University Education Specialization Leading the Region △ Activation of Local Employment and Entrepreneurship △ Advancement of Sustainable Academia-Industry-Research Cooperation △ Strengthening Career and Lifelong Education for Lifelong Growth △ RISE-driven Solutions for Regional Issues.


The city plans to increase the local retention rate of talent through education reform and employment/entrepreneurship linked to strategic and specialized industries, and to establish a regional innovation model that connects talent development, research and development, and commercialization by designating research collaboration projects with government-funded research institutes as flagship projects, thereby leveraging Daejeon's strong scientific and technological innovation capabilities.


Additionally, to enhance the attractiveness of local settlement, the city will promote projects such as strengthening career and lifelong education, attracting and supporting international students, and developing local cultural content such as university-led festivals. In line with the Ministry of Education's policy direction, medical school education innovation and cross-ministerial projects will also be conducted within the RISE framework.


Local universities will implement their respective RISE projects, selected through a public competition early next year, for one year. The city plans to increase performance through operating working-level councils with universities, monitoring and consulting on projects, and identifying best practices.


Yoo Deukwon, Daejeon’s Deputy Mayor for Administrative Affairs, stated, "Cooperation among academia, industry, research institutes, and government is extremely important to achieve the RISE goals of nurturing local talent, promoting employment and entrepreneurship at local companies, and increasing local settlement." He added, "Ahead of the full-scale implementation of the Regional Innovation-led University Support System (RISE) project, we will further strengthen communication and cooperation with universities and government-funded research institutes."
