193.6 Billion KRW Invested to Greatly Expand Economic, Living, and Welfare Support for People with Disabilities
Ulsan City will focus on expanding the economic stability and self-reliance foundation for persons with disabilities and strengthening the residential conditions and rights enhancement of families with disabilities throughout the next year.
To this end, it plans to invest 193.6 billion KRW in disability support projects, an increase of 9.7 billion KRW (5.3%) compared to this year.
The main projects include ▲economic stability and job support for persons with disabilities 47.2 billion KRW ▲creating living environments such as disability-friendly medical and rehabilitation services 6.0 billion KRW ▲expanding care services including activity support for persons with disabilities 80.4 billion KRW ▲operating customized services at welfare facilities for persons with disabilities 55.1 billion KRW ▲projects for protecting human rights and enhancing rights of persons with disabilities 4.9 billion KRW.
▲Economic stability and job support for persons with disabilities
To address the economic difficulties of persons with severe disabilities, 29.1 billion KRW will be invested in disability pensions and allowances to support the livelihood stability of 15,164 people.
The disability pension will be increased by about 2.6% compared to 2024, with a maximum monthly payment of 433,510 KRW, and efforts will be made to identify low-income groups below 50% of the median income to eliminate welfare blind spots.
To promote economic self-reliance of persons with disabilities, 18.1 billion KRW will be invested to support a total of 1,246 jobs, including six public sector job projects (778 people) and vocational rehabilitation facilities (468 people). Employment linkage through events such as the Disability Skills Competition and job fairs, as well as support for startups, will also be actively promoted.
▲Creating living environments such as disability-friendly medical and rehabilitation services
To support the health and independence of persons with disabilities, disability-friendly obstetrics and gynecology clinics, oral care centers, and pilot projects for health and dental primary care will be operated, along with rehabilitation services tailored to types of developmental disabilities.
Projects such as dispatching housekeepers to support childbirth and childcare for persons with disabilities, providing assistive devices for independent living, housing remodeling for persons with disabilities, and installation of convenience facilities will also be promoted.
In particular, support for housing repair and maintenance costs for persons with disabilities living in rural fishing villages will be expanded to cover the entire Ulsan area starting next year.
▲Expanding care services including activity support for persons with disabilities
804 billion KRW has been allocated to expand activity support services that assist persons with disabilities in daily life and social activities.
Services including activity support for persons with disabilities, daytime activity services for persons with developmental disabilities, and emergency care services will be provided to a total of 30,000 people.
Especially, one-on-one integrated care services for persons with severe developmental disabilities will receive focused support, and the distribution of satellite navigation devices (GPS) for wandering detection and public guardianship services to prevent missing persons with developmental disabilities will be strengthened.
Through life-cycle parenting knowledge delivery, parent education and counseling, and family respite support projects targeting parents and families of persons with disabilities, emotional stability and capacity building of family members will also be supported.
▲Operating customized services at welfare facilities for persons with disabilities
Ulsan City will invest 55.1 billion KRW to enhance the operation of 105 welfare facilities, including residential facilities for persons with disabilities and community rehabilitation facilities. By expanding staff, improving treatment, and reinforcing facility functions, service quality will be improved and user satisfaction among families of persons with disabilities will be increased.
Additionally, the city will strengthen the foundation for independence by expanding the operation of independent support housing and experience homes, and providing settlement funds for deinstitutionalized persons with disabilities. Convenience will be enhanced through the operation of the Visual Disability Life Support Center, Braille Library, and Sign Language Interpretation Center.
Furthermore, the construction of a new Visual Disability Welfare Center and the establishment of a developmental disability hub center will be pursued to inspire the independence motivation of families with disabilities and promote community integration.
▲Protecting human rights and enhancing rights of persons with disabilities
4.9 billion KRW will be invested to protect the human rights and enhance the rights of persons with disabilities.
Various events such as Disability Day will be held to promote awareness of disabilities, and a Disability Discrimination Counseling Center and a shelter for abused persons with disabilities will be operated to focus on preventing discrimination and protecting rights.
Programs responding to the cultural needs of persons with disabilities will be developed and distributed, and performance presentations will be held to support overcoming disabilities and healthy living through community interaction.
An official from Ulsan City stated, “In 2025, we will support persons with disabilities and their families to live and become independent in a stable environment by expanding disability welfare,” adding, “We will put more effort into creating disability-friendly residential conditions as well as economic stability and rights enhancement.”
