Issuance Scope to Expand in Q1 Next Year
The government will begin pilot issuance of mobile resident registration cards starting on the 27th. The mobile resident registration card is the fourth mobile ID to be added, following the mobile driver's license, national veterans registration card, and overseas Korean identity verification card. Citizens aged 17 and older can store their resident registration card on their smartphones and use it. This marks a transition to a digital format after 56 years since the card was first issued in paper form in 1968.
The Ministry of the Interior and Safety will initially pilot the mobile resident registration card in nine local governments: Sejong City, Hongcheon-gun in Gangwon, Goyang-si in Gyeonggi, Geochang-gun in Gyeongnam, Seo-gu in Daejeon, Gunwi-gun in Daegu, Ulju-gun in Ulsan, Yeosu-si in Jeonnam, and Yeongam-gun in Jeonnam. After verifying system stability, the issuance will be expanded nationwide by the first quarter of next year.
Residents whose registered address is in the pilot issuance area can visit a local community service center to obtain an 'IC resident registration card' and register it on their mobile phone or apply for the mobile resident registration card via the 'QR issuance' method. When applying for the IC resident registration card, a photo taken within the last six months must be submitted.
The Ministry of the Interior and Safety stated that the mobile resident registration card applies blockchain and encryption technologies to prevent personal information leakage and fraudulent use, ensuring a high level of security. In line with this, Acting Minister of the Interior and Safety, Go Kidong, visited the Naseong-dong Community Service Center in Sejong Special Self-Governing City that morning to observe the pilot issuance site and inspect the operation status of key information systems. This was to check the on-site progress in Sejong City, where the pilot issuance began, and to ensure that major information systems expected to experience increased access due to year-end and New Year work concentration are operating stably.
Acting Minister Go said, "Since public interest in the mobile resident registration card is high, we will actively support on-site monitoring during the pilot issuance period," and added, "Please carefully check any changes related to the mobile resident registration card issuance process and thoroughly familiarize yourselves with the new issuance methods and civil service response procedures."
