Early Opening of Industrial Complex Connection Road... 23,000-Pyeong Hub Parking Lot Also Established
Yongin City in Gyeonggi Province announced on the 27th that it has prepared a comprehensive plan ahead of the construction of SK Hynix's first production plant (Fab) within the 'Yongin Semiconductor Cluster General Industrial Complex' in Wonsam-myeon, Cheoin-gu, starting in March next year. This is to resolve traffic and accommodation issues caused by the influx of large-scale construction vehicles and personnel.
The city expects that 3,000 to as many as 15,000 workers will gather daily for the Fab construction, and plans to minimize inconvenience to residents by dispersing commuting and construction vehicle traffic.

This plan was established through the results report meeting of the 'Task Force (TF) for Comprehensive Measures in Preparation for the Yongin Semiconductor Cluster General Industrial Complex Fab Groundbreaking,' held on the 24th at the city hall video conference room. The measures cover four areas: traffic, infrastructure, accommodation and parking, and monitoring and enforcement.
First, to prevent bottlenecks in village roads caused by construction vehicles, the city will expedite the expansion of Local Road No. 318 and Bogae Wonsam-ro, which connect to the industrial complex, aiming for temporary opening in October next year. Local Road No. 318 is the road that connects the west side of the industrial complex to the Namyongin IC on the Seoul-Sejong Expressway. Upon completion, the existing 2 to 4 lanes will be widened to 6 lanes. A new 4-lane road for both directions leading from Local Road No. 318 to the industrial complex will also be constructed within next year.
With the opening of Namyongin IC delayed until the end of next year, the city decided to prioritize the expansion of the starting and ending sections of Bogae Wonsam-ro, where vehicle congestion is expected, in line with the Fab groundbreaking in March next year. Specifically, the section where National Road No. 17 meets Bogae Wonsam-ro and the 50 to 70 meters at the end section connecting Bogae Wonsam-ro to the industrial complex will be operated with 3 lanes instead of the current 2 lanes for both directions. The plan to expand the entire 1.8 km section of Bogae Wonsam-ro to a 4-lane road with a width of 35 meters is scheduled for completion by December next year without delay.
The city plans to separate movement times and designate primary roads for each type of vehicle to prevent congestion among approximately 600 construction vehicles and 200 earth and stone removal vehicles daily. To avoid traffic congestion in surrounding areas during workers' commuting hours, two large-scale parking lots totaling 23,000 pyeong will be established around the industrial complex, and shuttle buses will operate between various regions. To disperse traffic volume, a flexible two-day vehicle operation system will be implemented, and an optimal responsive signal system will be installed at intersections leading to the industrial complex, including National Road No. 42.
Accommodation measures for SK Hynix employees and construction workers have also been prepared. The city explained that it has completed the permit procedures to build accommodations with 870 rooms in Saam-ri and Jukneung-ri of Wonsam-myeon, and Geunsam-ri of Baegam-myeon. Additionally, permits for multi-family and multi-unit housing in areas surrounding the industrial complex, such as Wonsam-myeon, Baegam-myeon, and Yangji-myeon, will be processed as quickly as possible.
To improve the surrounding road environment, the city plans to invest 600 million KRW to repave aging village roads in Wonsam-myeon and maintain facilities. To alleviate resident inconvenience caused by street vendors and illegal parking, fences or bollards will be installed along sidewalks where street vendors and roadside storage are likely, and enforcement personnel will be deployed.
The project implementer will also assign traffic controllers and parking management personnel to assist smooth traffic guidance, and operate CCTV and parking enforcement vehicles to continuously monitor illegal parking.
The city has opened a dedicated complaint desk at the construction company's site office to promptly respond to issues such as illegal street vendors, garbage, parking, noise and dust complaints related to construction, as well as inquiries about job recruitment and prioritizing local businesses.
Hwang Jun-gi, the second vice mayor of Yongin City, emphasized, "We will mobilize all administrative power to support the Yongin Semiconductor Cluster's first Fab construction project to proceed smoothly, aiming for operation in the first half of 2027."
