Yeongdeungpo-gu Wins Award for Traffic Demand Management Evaluation Report

The Only Autonomous District Awarded in the 'Autonomous District Traffic Demand Management Evaluation,' Securing 3.65 Billion KRW in Collection Grants
High Collection Rate of 97.3% for Traffic Inducement Charges, Positive Feedback on 'Traffic Demand Management' and 'Yeongdeungpo Rotary Overpass Removal' Briefings

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it has won the highest grade, the “Grand Prize,” among Seoul’s autonomous districts in the Seoul Metropolitan Government’s “2024 Autonomous District Traffic Demand Management Evaluation,” securing an incentive of 300 million KRW.


The “Traffic Demand Management Evaluation” is conducted by the Seoul Metropolitan Government targeting 25 autonomous districts to alleviate traffic congestion and realize low-carbon green transportation. The scale of the collection and allocation fund for each district is determined based on the evaluation results.


The district was selected as the top district with the Grand Prize after a written evaluation and review committee assessment on four areas?▲Traffic Inducement Charge ▲Corporate Traffic Demand Management ▲Focused Traffic Demand Management ▲Policy Implementation?and 11 detailed indicators. As a result, the district secured approximately 3.65 billion KRW in traffic inducement charge collection and allocation funds, including an additional incentive of 300 million KRW.


To ensure no omissions in imposing the traffic inducement charge, the district deployed investigators to survey 7,680 facilities, conducting a full survey and on-site visits, along with active guidance.


Thanks to these efforts, despite the difficult economic situation, the district collected 27.2 billion KRW in traffic inducement charges, achieving a high collection rate of 97.3%, which received favorable reviews.

Additionally, to encourage active corporate participation in the “Traffic Demand Management” program, which offers reductions in traffic inducement charges when participating in traffic volume reduction activities, the district conducted various promotional campaigns such as “visiting briefings.” As a result, it achieved excellent outcomes by attracting participation from 74 companies.


The district also received positive evaluations in the “Policy Implementation” category. It held a “resident briefing session” for the demolition project of the Yeongdeungpo Rotary overpass, a site known for frequent congestion and traffic accidents, actively sharing key plans with residents and providing guidance on vehicle detours to minimize traffic congestion, demonstrating proactive communication and response.


These efforts to gain residents’ understanding and cooperation were also highly praised. Lastly, the district received positive evaluations for collaborating with the Seoul Metropolitan Government to expand convenience facilities such as bicycle racks and parking lots to create a safe and convenient bicycle usage environment.


Going forward, the district plans to utilize the secured collection and allocation funds of 3.65 billion KRW to improve public transportation infrastructure, such as enhancing accessibility to public transit and upgrading convenience facilities at bus stops, aiming to establish Yeongdeungpo-gu as a transportation hub.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “Receiving the Grand Prize this year is thanks to the residents and local businesses who actively participated in reducing traffic volume and realizing green transportation, as well as the staff who worked tirelessly day and night conducting briefings on site.” He added, “We will continue to strive to increase resident satisfaction with safe and pleasant transportation policies and to create Yeongdeungpo as a city where everyone wants to live, a young and vibrant city.”
