‘Uirinam’ Baek Ilheon, Director of Seoul Talent Development Institute's Surprise 'Congratulatory Visit'

Baek Ilheon, Director of Talent Development Institute, Surprises with Visit on the Afternoon of the 24th to Congratulate Kim Seonsu, Deputy Mayor of Yongsan-gu, at Farewell Ceremony

Baek Ilheon, Director of the Seoul Metropolitan Government Human Resources Development Institute, visited the Yongsan District Office around 2:10 PM on the 24th.


On this day, there was a retirement ceremony for Kim Seonsu, Deputy Mayor of Yongsan District, who concluded 39 years of public service in Seoul.


Without prior notice, Director Baek visited the retirement ceremony holding a bouquet to congratulate Kim.


Deputy Mayor Kim, surprised by the sudden visit, expressed his gratitude, recalling their connection: “When Seo Jeonghyeop was Chief of Staff and I was the Organization Officer, Director Baek served as Budget Officer.”


Director Baek, who passed the local civil service exam on his second attempt and began his public service career in 1997 in Jungnang District, Seoul, has held positions such as Seoul City Administration Team Leader, Safety Audit Division Chief, Budget Officer, Financial Planning Officer, and Safety General Officer. After serving as Deputy Mayor of Gwangjin District in July 2022, he moved to become Director of the Seoul Metropolitan Government Human Resources Development Institute on July 1 of this year.


However, the usual 'gentleman' Director Baek’s surprise visit earned him the reputation of a man of loyalty.


A senior official who witnessed this said, "I didn’t know Director Baek was so loyal," praising him highly.


Deputy Mayor Kim Seonsu started as a Grade 9 public official at Dobong District Office in 1995, passed through Yeongdeungpo District Office, and rose to Grade 3 (Deputy Director General) in Seoul City, serving as Personnel Officer and Housing Policy Division Chief, earning the title of a ‘legendary Grade 9 female public official.’


Living in Suwon, she worked during the day and attended Kyung Hee University at night, often staying overnight in the office when returning home late, showing a tenacious spirit that helped her reach her current position.


When Deputy Mayor Kim was appointed to Yongsan District after the Itaewon tragedy, the district office atmosphere was unsettled. Despite this, she served as Acting Mayor of Yongsan District, leading the district quietly and efficiently, earning high praise from Mayor Park Heeyoung.


At Deputy Mayor Kim’s retirement ceremony, her husband, eldest daughter and son-in-law, second daughter, as well as her sister, brother-in-law, and nephews attended to celebrate her departure from public service.


Meanwhile, several public officials with ties to Kim, including Choi Kyungju, Deputy Mayor of Seongbuk District, were scheduled to attend the ceremony but could not due to events at the district office and sent their congratulations from afar.
