There is a saying, "Personnel is everything."
Especially in organizational management, personnel is the most important process. Assigning the right person to the right place based on the principle of "right person in the right place," considering abilities, personality, and attitude, can maximize organizational efficiency.
For this reason, organizations such as public offices conduct personnel changes about twice a year, in the first and second halves. This also serves as an opportunity to raise tension within the organization and allow members to approach their work with a renewed mindset.
The massive organization of Seoul Metropolitan Government carried out personnel changes for executives at grade 4 (department head level) and above who will lead the city administration in 2025 on the afternoon of the 24th. These changes will take effect on January 1, 2025.
The year 2025 is practically the last year for Mayor Oh Se-hoon to lead the 8th term of the elected city administration. Since 2026 is an election year with a political atmosphere, it is difficult to undertake major projects.
Administrative Director Lee Dong-ryul explained in a press release that the personnel changes effective January 1 next year are characterized by the forward deployment of executives who have achieved results in key city administration projects such as Great Hangang and Climate Companion Card.
According to the major appointments of offices, headquarters, and directors announced by Seoul City, Joo Yong-tae, head of the Future Hangang Headquarters, was appointed as the Economic Office Director. Yoon Jong-jang, the Welfare Office Director, moved to Transportation Office Director; Yeo Jang-kwon, head of the Climate Environment Headquarters, moved to Transportation Office Director; and Kwon Min, head of the Resource Recovery Facility Promotion Team, moved to head of the Climate Environment Headquarters.
Ma Chae-sook, Public Relations Planning Officer, was transferred to Cultural Headquarters Director, and Gu Jong-won, Director of Lifelong Education Bureau, was appointed as Director of Tourism and Sports Bureau. Lee Hye-kyung, Deputy Mayor of Songpa District, will serve as Finance Bureau Director. Additionally, Kim Seung-won, head of the Balanced Development Headquarters, was appointed as Construction Technology Policy Officer, and Han Byung-yong, Housing Office Director, moved to Disaster Safety Office Director. The Housing Office Director position will be taken by Choi Jin-seok, head of the Urban Infrastructure Headquarters.
These are all personnel changes for senior executives at levels 1 and 2. Administrative Director Lee Dong-ryul said, "This personnel change focuses on upgrading citizens' lives in the latter half of the 8th term of the elected administration," adding, "We will continue to provide better administrative services to citizens in areas such as livelihood economy and welfare through performance-based personnel management."

In this personnel change, the retention of Administrative Director Lee Dong-ryul, who oversees the personnel work, shows that Mayor Oh has great trust in him.
Director Lee, along with current Welfare Office Director Jeong Sang-hoon, is a key figure among those who passed the local civil service exam three times. He is a recognized executive with skills and conviction, having held major positions such as Planning Coordination Team Leader, Planning Officer, Policy Planning Officer, Spokesperson, and Administrative Director in Seoul City.
Also, contrary to some rumors, Director of Garden City Lee Soo-yeon, who was publicly praised by Mayor Oh for successfully hosting the 2024 Seoul International Garden Expo, has retained her position. Director Lee is expected to maintain her role for the time being, as she is passionate about her duties and trusted by Mayor Oh.
Moreover, Ma Chae-sook’s appointment as Cultural Headquarters Director, a key position, is also meaningful. Ma, who was recognized for creating Seoul City's character 'Haechi' as Public Relations Planning Officer, is evaluated as having both ability and character, and is expected to play a role in upgrading "Cultural City Seoul" to the next level.
Gu Jong-won, Director of Tourism and Sports Bureau, is another executive to watch. He was recognized for launching "Seoul Run" as Director of Lifelong Education Bureau and was considered a candidate for Administrative Director.
Also drawing attention is the appointment of Park Jin-young as Acting Head of Future Hangang Headquarters. Park, who has been recognized for clear achievements in roles such as Communication Planning Officer and Digital Policy Officer, will take over the Great Hangang project, a major initiative of Mayor Oh, succeeding Head Joo Yong-tae.

Among senior technical personnel, the appointment of Choi Jin-seok as Housing Office Director stands out. After graduating from Yonsei University with a degree in Civil Engineering and entering Seoul City through the technical civil service exam, Director Choi, although a civil engineering official, will now oversee the Housing Office, gaining expertise not only in infrastructure such as roads but also in housing.
This appears to be a proper step toward becoming the second deputy mayor for technical affairs.
Han Byung-yong, an architectural official, taking over as Disaster Safety Office Director is also part of the career progression for senior technical officials.
Ahn Dae-hee, head of the Urban Infrastructure Headquarters, is also evaluated as playing a central role alongside Director Choi Jin-seok among civil engineering executives.
