After Completion of New Planning, Maintenance Plan Established

Sangdo 15 District, Up to 35 Floors and 3,204 Households

Sangdo 14 District and 15 District will be reborn as large-scale apartment complexes with a total of 4,395 households. Both redevelopment projects, which have been promoted through the Rapid Integration Planning, have significantly improved their feasibility by applying the business feasibility correction coefficient.

On the 25th, the Seoul Metropolitan Government announced that it had amended and approved the maintenance plan decision and landscape review (draft) for the Sangdo 14 District and 15 District housing maintenance-type redevelopment projects at the 14th Urban Planning Committee Rapid Integration Planning Maintenance Project and the authorized subcommittee meeting. The business feasibility improvement measures included in the revised 2030 Urban Residential Environment Maintenance Basic Plan, amended last September, were applied.


Sangdo 14 District, up to 29 floors, 13 buildings, 1,191 households to be built

Sangdo 14 District was selected as the first candidate site for Rapid Integration Planning in December 2021, and the Rapid Integration Planning was completed in June last year. After going through the maintenance plan drafting procedures such as public inspection and hearing opinions from the district council, it was submitted to the city’s Urban Planning Committee (authorized subcommittee). The zoning was upgraded from Type 2 General Residential Area (up to 7 floors) to Type 2 General Residential Area, and the maintenance plan was decided to have a maximum of 29 floors, 13 buildings, and a total of 1,191 households (151 rental units).


The target area is a low-rise residential area formed while retaining the existing urban structure since the 1960s. The poor pedestrian environment and road system will be improved, and one small park linked to Dohwa Park will be created. To maintain the commuting route to Sangdo Elementary School and Sangdo Kindergarten, a public pedestrian passage is planned on the east side of the project site (regional rights established). Facilities within the complex such as terrace houses and street-type commercial buildings will be arranged utilizing the sloped terrain.

By applying the business feasibility correction coefficient, the number of sale units in Sangdo 14 District increased by 53 households compared to the previous public inspection announcement. The business feasibility correction coefficient is 1.58, and the allowable floor area ratio incentive increased slightly from 8.5% to 13.43%. The estimated average burden per union member is expected to decrease by about 60 million KRW.


In connection with the opposite Sangdo 15 District housing maintenance-type redevelopment project, the main access road, Seongdaero, will be widened, and part of the road between the housing complex and the small park will be created as a shared pedestrian and vehicle passage (8 meters wide). Regional rights will be established to allow local residents 24-hour access after construction.

Sangdo 15 District is an old low-rise residential area located between Sangdoro and Guksabong. Although a residential environment improvement project was previously promoted, there were limitations in residential area maintenance and infrastructure. It was selected as the second candidate site for Rapid Integration Planning in December 2022, and the Rapid Integration Planning was completed in March 2024. The zoning was upgraded from Type 2 General Residential Area (up to 7 floors) to Type 2 General Residential Area, and the maintenance plan was finalized with a maximum of 35 floors, 33 buildings, and 3,204 households (500 rental units).


Sangdo 15 District will be transformed into a large forest-area complex centered around Guksabong, offering rest and views. The poor pedestrian environment and road system of the project site will be improved, and two living zone parks will be created. The low-rise parts of the complex adjacent to the nearby low-rise residential area will apply a design specialization plan to prepare a diverse landscape plan that harmonizes with the local scenery. Facilities within the complex such as terrace houses and community sunken spaces will be arranged utilizing the terrain differences.

By applying the business feasibility correction coefficient prepared by the Seoul Metropolitan Government, the number of saleable households increased by 74 from 2,649 to 2,723 compared to the previous public inspection announcement. The business feasibility correction coefficient was calculated as 1.77, and the floor area ratio incentive increased significantly from 20% to 35.4%. The estimated average burden per union member is expected to decrease by about 30 million KRW.


Han Byung-yong, Director of the Housing Office of Seoul City, stated, "Through the decision on the maintenance plans for Sangdo 14 and 15 Districts, we expect to supply high-quality housing in the old low-rise residential area and to dramatically improve infrastructure such as the widening of Seongdaero in connection with surrounding development projects."
