Main Proposal of the "Automobile Management Act Amendment"
Moon Geumju, a member of the Democratic Party of Korea (representing Goheung, Boseong, Jangheung, and Gangjin in South Jeolla Province), proposed a revision to the Automobile Management Act on the 24th, which mandates the disclosure of information such as the usage history of electric vehicle batteries.
Moon stated, "The government has announced the introduction of a performance evaluation system for electric vehicle batteries before removal, enabling remanufactured batteries to be used in new vehicles starting in 2027. However, there is currently no legal definition for remanufactured batteries, resulting in insufficient institutional support or management systems." He added, "With recent electric vehicle fire incidents leading to increased demands for battery manufacturer information, it is urgent to establish supplementary measures for cases where remanufactured batteries, often perceived as used products, are installed in electric vehicles."
The proposed amendment requires automobile manufacturers to disclose information on electric vehicle battery models and manufacturers, and additionally mandates disclosure of usage history when remanufactured batteries are installed. Violations may result in up to three years of imprisonment or a fine of up to 30 million won.
Moon emphasized, "In the United States, the obligation to disclose battery information is being promoted at the state level, and China has been operating a battery tracking platform since 2018. As the supply of electric vehicles expands in the automotive market, battery information disclosure has become a global trend, so it is essential for Korea to promptly revise its laws and systems."
Meanwhile, Moon also proposed a revision to the Restriction of Special Taxation Act, which aims to extend the sunset clause for partial income tax or corporate tax reductions for small and medium-sized enterprises engaged in crop cultivation, livestock farming, fisheries, and mining, in order to improve their business environment and support economic recovery for people's livelihoods.
