Housing Safety Niche Policies Attract Attention, Including Safe Lease Contract Assistance Services for Single-Person Households
Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that it has been receiving favorable reviews for continuously operating the 'Safe Housing Accompanied Counseling Office' that visits universities to help young households, including college students, who have difficulty finding housing.
Housing instability is a major concern for young people adapting to society, and college students, who lack experience and information on real estate contracts, are at high risk of being exposed to real estate scams such as double contracts or empty deposit leases (Kkangtong Jeonse).
Accordingly, the district has been operating the Safe Housing Accompanied Counseling Office visiting universities since November, when the university admission season officially began.
The counseling office was operated by touring six universities in the area, excluding the Korea Military Academy where all students live in dormitories. Experienced licensed real estate agents were appointed as counseling managers and partnered with staff from the district’s Real Estate Information Division to provide counseling to students and faculty members, along with distributing informative promotional leaflets containing useful content such as safe real estate contract assistance services.
The main counseling topics included ▲precautions when drafting contracts ▲support for searching housing areas such as monthly rent formation prices ▲guidance on how to check real estate registry documents, all tailored to on-site needs.
Since starting the 'Monthly Rent Safe Contract Assistance Service' in September 2022 and first implementing the university-visiting 'Safe Housing Accompanied Counseling Office' in the winter of the same year, the service recorded 175 counseling cases in 2022. Now in its third year, it has achieved 314 counseling sessions and distributed 2,000 promotional materials this year, receiving strong responses from young people. Satisfaction is particularly high among young people who moved from provinces to Seoul for university life, senior students who had difficult experiences during their first real estate transactions, and graduate students, proving the effectiveness of the policy.
The district regularly operates the 'Single-Person Household Monthly Rent Safe Contract Assistance Service.' By visiting the Real Estate Information Division every Monday and Thursday afternoon, individuals can receive customized counseling and accompaniment services through the Safe Housing Manager.
Additionally, collaboration with the Safe Housing Manager is strengthened to provide counseling services at any time outside regular operating hours for those who wish to receive consultations.
District Mayor Oh Seung-rok said, “Housing instability, as much as employment insecurity, is a serious social issue that makes young people, who should be strong, shrink back,” and added, “We will approach more closely with better policies to resolve young people’s housing instability.”
