Police Special Investigation Unit to Transfer 'Martial Law Planning' No Sang-won to Prosecutors Tomorrow

Politicians, Journalists, Judges Targeted for Collection
Explicit Mention of Provoking North Korean Attacks in NLL

Former Commander of the Republic of Korea Army Intelligence Command, Noh Sang-won, who is suspected of planning the 'December 3 Emergency Martial Law Incident,' will be transferred to the prosecution tomorrow.

On the 23rd, the Special Investigation Unit of the National Police Agency stated, "Former Commander Noh will be transferred from the Seoul Western Police Station to the Seoul Central District Prosecutors' Office at 7 a.m. on the 24th."


Former Commander Noh served as the Intelligence Command Commander during the Park Geun-hye administration and is suspected to be a behind-the-scenes figure who planned this martial law, assisting former Minister of National Defense Kim Yong-hyun, a senior from the Korea Military Academy, in drafting the proclamation.


The police have confirmed that the word 'shoot to kill' was found in former Commander Noh's notebook. At the plenary meeting of the National Assembly's Public Administration and Security Committee on the same day, Woo Jong-soo, head of the National Police Agency's Special Investigation Unit, responded "It is consistent with the facts" when Democratic Party lawmaker Yoon Geon-young asked, "In former Commander Noh's notebook, it was mentioned that politicians, journalists, and religious figures were targets for collection; was the term 'shoot to kill' included?"


Regarding whether there was any mention of 'filthy water balloons,' Director Woo said, "I recall that there was." Former Commander Noh's notebook is reported to be about 60 to 70 pages in palm size, containing many entries related to martial law.


The Special Investigation Unit revealed that former Commander Noh's notebook included the phrase 'Provoking North Korea's attack on the Northern Limit Line (NLL).' A representative from the Special Investigation Unit explained, "It listed politicians, journalists, religious figures, labor unions, judges, and public officials as targets for collection," adding, "Some individuals were named explicitly, and the term 'collection' is interpreted as meaning arrest. Additionally, methods of detention and processing, as well as the blockade of the National Assembly, were mentioned."
