Haenam County Pays 9 Billion Won in Strategic Crop Direct Payments to 2,672 Farmers

Incentives for Linking Double Cropping of Summer and Winter Crops

Haenam County in Jeonnam Province (Governor Myung Hyun-gwan) will sequentially distribute approximately 9 billion KRW in 2024 Strategic Crop Direct Payments to 2,672 local farming households by the end of December. This is the largest amount among all counties in Jeonnam.

According to the county on the 23rd, this year's Strategic Crop Direct Payment covers 5,876 hectares of winter crops and 2,005 hectares of summer crops, with an additional incentive for double cropping on 387 hectares.

The Strategic Crop Direct Payment is provided to improve food self-sufficiency, enhance the utilization of rice paddies, and encourage appropriate rice production. Notably, this year, corn has been newly added to the list of summer crops eligible for the payment, and the eligible items and amounts have been expanded from 1 million KRW per hectare for soybeans and powder rice to 2 million KRW per hectare for legumes and powder rice.

Under the program, farmers receive 500,000 KRW per hectare for cultivating food crops or forage crops in winter, 1 million KRW per hectare for corn in summer, 2 million KRW per hectare for legumes and powder rice, and 4.3 million KRW per hectare for forage crops. Additionally, an extra 1 million KRW is provided for double cropping of winter wheat/forage crops and summer legumes/powder rice.

To ensure effective implementation of the Strategic Crop Direct Payment and prevent fraudulent claims, the county conducted two rounds of compliance inspections, carried out mass verification, and accepted appeals until last month to finalize the list of beneficiaries. In addition, to support farmers affected by frequent heavy rains this year, the county relaxed the implementation standards for strategic crop cultivation, allowing more farmers to qualify for the payments.

A county official stated, "We hope that the distribution of this Strategic Crop Direct Payment will help stabilize rice supply and support the management stability of farming households."
