This is due to the performance evaluations (Geunpyeong) affecting not only senior officials but also lower-level public servants below grade 6.
Receiving a good Geunpyeong is essential for promotion. Therefore, Geunpyeong becomes a measure that determines the fate of public servants.
Regarding such a crucial Geunpyeong, some may abuse their authority recklessly, causing victims.
A technical director A of one autonomous district in Seoul recently transferred to this district. As the year-end approached, this director conducted Geunpyeong for employees below grade 6, disregarding existing order and attempting to give high scores to employees close to him(?), which backfired severely.
The director, being a technical official, had worked in several autonomous districts. Rumor has it that he caused trouble related to Geunpyeong in every district he served.
Failing to break this habit(?), he played pranks(?) again in this district, and this fact reached the district mayor’s ears, who then corrected the situation.
The principle that "there can be no perfect secret" also applies here. It is known that the district mayor received a report from a senior official and rectified the incorrect Geunpyeong.
As a result, the incident prevented unfair situations where someone might not receive the expected Geunpyeong and thus face difficulties in promotion. Through this event, the director lost the trust of the district mayor.
In human affairs where interests are sharply conflicting, if someone plays a wrong prank, the victim can suffer an irreparable wound.
For this reason, personnel management is more important than anything else in an organization. The organization can function normally only if no individual suffers unfairness. A senior official from a Seoul autonomous district warned, “Administrative public servants have worked in the district for a long time and give Geunpyeong reasonably according to order, but technical directors who suddenly transfer in sometimes disrupt the order.”
