Equal Policy Support for Military Service Youth
Youth Discount Benefits Up to Age 42
City's Key Policies Applied to Youth Internships and Jobs
Starting next year, young people who have fulfilled their national defense duties will be able to extend the youth discount on the Seoul unlimited public transportation pass, the Climate Companion Card, for an additional three years. Currently, the youth discount applies to those aged 19 to 39, who receive a 7,000 KRW discount on the 30-day Climate Companion Card.
On the 22nd, the Seoul Metropolitan Government announced that it will extend the age limit for the youth discount on the Climate Companion Card to minimize the opportunity costs incurred by young people during their mandatory military service and to provide equal support for them. Previously, Seoul revised the 'Seoul Metropolitan Youth Basic Ordinance,' which includes detailed support measures, and this amendment has passed the Seoul City Council. The amendment will take effect immediately on January 3, 2025.

First, Seoul will extend the discount benefits by the length of mandatory service, raising the applicable age limit up to 42 years old (born in 1982). Those who served for more than two years can receive the discount until age 42, those who served between one and two years until age 41, and those who served less than one year until age 40.
Young people who have completed military service and wish to extend the Climate Companion Card youth discount can apply starting from the 23rd. Applicants must submit a military service certificate, an extension application form, and a consent form for personal information use. After review, approval or denial of the extension will be sent via notification talk within a maximum of two business days. The discount extension will be applied from the time the notification is received. Starting in March next year, Seoul plans to prepare a service period verification system that will allow immediate discount extension applications through the 'Mobile T-money' app and the 'T-money Card & Pay website' without the need for separate document preparation.
Beginning with the extension of the Climate Companion Card youth discount, Seoul will also expand participation periods for its representative youth policies such as Seoul Youth Pre-Internship and Future Youth Jobs by the length of mandatory military service, aiming to fill the opportunity gaps and provide more benefits to young people who have contributed to national security. Yoon Jong-jang, Director of the Seoul Transportation Office, stated, "Expanding the age limit for the Climate Companion Card youth discount is the first step to providing fair opportunities to veterans who were previously unable to receive youth policies and support benefits due to military service." He added, "Going forward, Seoul will continue to strengthen institutional support based on fairness and inclusiveness to ensure that young people are not marginalized and can receive benefits equitably."
