Final Report Meeting Held for Ground Survey and Management Plan Establishment Service in Hwajeong and Ilsan Areas
Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 20th that it held the final report meeting for the ‘Ground Investigation and Management Plan Establishment Service’ conducted to prevent frequent ground subsidence occurring at various excavation sites in Hwajeong and Ilsan New Town areas on the 18th.

Through this service, the city plans to establish a ‘Ground Subsidence Safety Map’ to create a safe urban environment from ground subsidence.
The ‘Ground Subsidence Safety Map’ digitalizes nine major factors influencing ground subsidence, including ▲underground water level ▲thickness of landfill soil layers ▲various underground aging facilities, and integrates it with the spatial information of the Saeol Administrative System to build a unified platform. This platform will be utilized from the design stage to prevent ground subsidence.
Additionally, based on a safety grade management manual reflecting the characteristics of the Goyang area, the city will provide consultation opinions during permits and approvals for excavation works over 10 meters. Excavation sites will be inspected once each in the first and second halves of the year to verify compliance.
In particular, the city has allocated a budget of 200 million KRW in the 2025 main budget to establish an immediate restoration system, including conducting ground-penetrating radar surveys when signs of ground subsidence occur.
An official from Goyang Special City stated, “We will do our best to protect citizens’ lives and property and create a safe urban environment by conducting proactive, site-centered safety inspections to prevent ground subsidence.”
