Comprehensive Integrity Evaluation Achieves Grade 2 for 718 Local Governments and Public Institutions Nationwide Led by the Anti-Corruption and Civil Rights Commission

Gwanak-gu (Mayor Park Jun-hee) achieved a grade 2 rating in the ‘2024 Public Institution Comprehensive Integrity Evaluation’ conducted by the Anti-Corruption and Civil Rights Commission.
This evaluation was conducted on a total of 718 public institutions, including 243 local governments nationwide.
The district particularly received a score of 93.7 in the ‘Integrity Effort’ category, which assesses the establishment and operation performance of anti-corruption systems, achieving a grade 1 rating. This score significantly exceeded the national average of 82.8 for basic local governments and was the only public institution nationwide to improve by two levels.
The district received excellent evaluations for its challenging and sustainable policies aimed at improving ‘corruption-prone areas.’ In particular, positive assessments were made regarding the mayor’s interest and efforts in spreading an integrity culture and improving work processes.
The integrity talk concert ‘Cheongnyeomhasho(show)’ held last September is one example of the mayor-led integrity leadership initiatives. Park Jun-hee, Mayor of Gwanak-gu, spent time sharing an integrity culture through sincere conversations about integrity with over 150 employees.
Especially in the ‘Dialogue with the Mayor’ segment, active two-way discussions were held on topics such as ▲improving organizational culture ▲resolving generational perception gaps ▲eradicating power abuse. After the discussion, Mayor Park emphasized the importance of integrity and encouraged responsible practice of integrity as public officials.
The district has made systematic efforts to enhance integrity. First, it enacted the ‘Integrity Gwanak Code of Conduct,’ which clearly specifies the roles and responsibilities between superiors and subordinates, and shared it with all employees.
Additionally, a monthly in-house broadcast featured ‘You Quiz on the Gwanak’ in the form of an integrity quiz program. Executives including the mayor and deputy mayor posed various integrity-related quiz questions through the broadcast, and employees solved the problems.
Furthermore, a joint labor-management integrity culture campaign was conducted to improve organizational culture and eradicate internal power abuse. The district also established an institutional foundation for fair and transparent administration by conducting annual integrity education for all employees.
Mayor Park Jun-hee stated, "Achieving grade 2 in the comprehensive integrity evaluation and grade 1 in integrity effort is the result of long-term communication and efforts among employees to create an honest organizational culture." He added, "We will continue to practice fair and transparent administration through an integrity organizational culture and build a Gwanak-gu trusted by residents."
