Jeonnam Office of Education Appoints Noh Kwonyul as New Director of Administration

Regular Personnel Appointments for 749 General Government Employees

The Jeonnam Provincial Office of Education announced on the 19th that it has carried out the regular personnel appointments for local government officials effective January 1 of next year.

This round of appointments aims to fill vacancies in higher positions due to retirements and to supplement personnel in vacant institutions. The total number of personnel changes is 749, including 97 promotions, 393 transfers, 179 retirements or retirement preparation training, and 80 new appointments.

For grade 3 promotions, Noh Kwonyul, head of the General Affairs Division, was appointed as Director of the Administration Bureau, and Park Jinsu, head of the Administration Division, was promoted and transferred to Director of Naju Library.

Noh, who was appointed as Director of the Administration Bureau in this round of appointments, graduated from Gwangju University’s Department of Public Administration in 1994 and has held various administrative positions, including Specialist at the Jeonnam Provincial Council’s Education Committee, Head of the Financial Support Division at Suncheon Office of Education, and Team Leader of Accounting in the Finance Division of the Jeonnam Provincial Office of Education. He later served as Head of the General Affairs Division at the Jeonnam Provincial Office of Education in 2022.

Lee Seonguk, current Head of the Budget Division, was appointed as Head of the General Affairs Division; Kim Jonghun, Head of the Green Smart Future School Promotion Team, was appointed as Head of the Budget Division; Kang Seonggeun, Chief Specialist at the Education Committee, was appointed as Head of the Administration Division; and Lee Jeongrae, Education Cooperation Officer at Jeonnam Provincial Government, was appointed as Chief Specialist at the Education Committee. To promote the on-site establishment and activation of regional projects such as the Education Development Special Zone and Neulbom, Kim Jongman, Director at Jeonnam Future Education Foundation, was transferred to head the newly established Glocal Education Cooperation Division starting next January.

For grade 4 promotions, Seon Jonggwan, Personnel Team Leader in the General Affairs Division, was appointed as Secretary General of the School Safety Mutual Aid Association, and Hong Kyungseok, Facility Planning Team Leader, was dispatched to the Central Education Training Institute’s Advanced Management Course, along with one other person. For grade 5, 37 officials, including Cha Daeseong, Public Relations Team Leader, who was transferred to Head of the Administrative Support Division at Jangseong Office of Education, were reassigned. Of the 19 grade 5 promotion candidates selected through the screening promotion system, 12, including Park Youngdu from the Audit Office, were promoted to Section Chief.

For promotions of officials below grade 6, preference was given to those working at local schools and education support offices. Transfers were made in order of a pre-announced transfer ranking list that reflected the individuals’ preferred regions.

Superintendent Kim Daejung stated, “This round of appointments focused on the stable operation of support administration and the organization so that the main policies of the fourth popularly elected administration can be smoothly implemented in regional education and school sites,” adding, “We will continue to strive for fair and transparent appointments by considering professionalism and competency.”
