Two days before the '12·3 Martial Law' declaration, on the 1st, former and current commanders of the Defense Intelligence Command allegedly met at a Lotteria store in Ansan, Gyeonggi Province, to premeditate martial law, turning Lotteria into a sacred site of martial law. Various parody memes and reviews of visits to the store have flooded online platforms.

On the 18th, social media platform X (formerly Twitter) was filled with posts such as "They were discussing martial law but ran off when the hamburger came out," "So they were plotting martial law while hearing the sound of the Lotteria fryer?" "Shaking seasoned fries while shaking the country," "'Lotteria martial law plotting' is the most absurd phrase I've ever seen," "What kind of commanders plot martial law at Lotteria, not even elementary school kids?" Some netizens also created related images. One posted an image resembling CCTV footage showing two uniformed soldiers eating hamburgers at Lotteria. Another shared an AI-generated-like image depicting high-ranking generals gathered around a Lotteria table having a meeting. A comic panel titled 'Lotteria Rebellion Plot' showed a man in a suit telling a soldier, "Let's discuss this where no one is around," followed by the two sitting together at a Lotteria table. Additionally, a poster titled 'Emergency (Chicken) Martial Law (Egg) Burger' was posted, along with comments like "Please release Martial Law Burger and Impeachment Burger," and "Bring out Martial Law Burger, (Martial Law) Lift Burger, and Rebellion Burger."

Since the 17th, over 110 new reviews have been posted within a day on the Kakao Map review section of the Lotteria store where the martial law plotting allegations arose. Netizens left comments such as "Martial Law Burger set tastes great," "A restaurant that makes you want to plot martial law," "A taste that shakes the country," "A rebellion hotspot. A historic place," "I pass by here often on my commute, and I can't believe such shabby people came to the place I passed," and "Even former and current Defense Intelligence Command colonels can't resist that taste."

According to police investigations, Moon Sang-ho, commander of the Defense Intelligence Command, and former commander Noh Sang-won met at the Lotteria in Ansan, Gyeonggi Province, on the 1st, two days before martial law, to discuss martial law. They are suspected of meeting with Colonels Kim and Jung from the Defense Intelligence Command, eating hamburgers, and instructing them to "prepare as martial law will soon be declared." Former commander Noh is reported to have given specific orders to the two colonels from the Defense Intelligence Command to "secure the Central Election Commission server on the day martial law is declared."
