Mokpo City Crematorium Private Consignment Proposal Passed as Originally Submitted

Final Approval by City Council Planning and Welfare Committee on the 17th
Operational Adjustments Including Reducing Delegation Period from 3 Years to 2 Years

The revised agreement for the privatization of the crematorium (Seunghwawon) at the Mokpo City Memorial Park in Jeonnam passed the Mokpo City Council Planning and Welfare Committee on the 17th.


According to the city council on the 18th, the revised agreement shortens the consignment period from the original three years to two years. To ensure stable operation of the crematorium, the city plans to review various management systems, including direct management, and adjust the operation method based on the results.


During the review process, Choi Hyunju, Chairperson of the Planning and Welfare Committee, requested that the public notice and contract specify the succession of employment for workers and the reporting of management profits. She also demanded that, for future research services, interim reports be presented to the Mokpo City Council and public hearings be held to ensure that transparent and reasonable results reflecting citizens' opinions are produced.

In particular, the city plans to secure worker stability by emphasizing employment security and improved working conditions in accordance with the government's guidelines for protecting the working conditions of privately consigned workers. The city also acknowledged that it had not fully exercised its supervisory authority over the crematorium's operating profits as raised by the media, due to relying on the claims of the operating company.


Accordingly, the city will strengthen its authority through agreements and ordinances and, after legal review, manage the crematorium's operation transparently and efficiently. The Planning and Welfare Committee also urged a thorough review of the operation schedule to prevent any inconvenience to citizens between the end of the current operator's contract on the 31st and the start of the new operator's service.


Meanwhile, the initial agreement for the privatization of the Mokpo City Crematorium was rejected at the 2nd plenary session of the 394th regular meeting of the Mokpo City Council on the 29th of last month. The revised agreement, which includes changes to the consignment period and the implementation of research services based on direct management, is scheduled to be submitted to the 7th plenary session of the Mokpo City Council on the 19th.
