'12·3 Gye-eom Planning' Former Intelligence Commander Noh Sang-won Waives Arrest Warrant Hearing

Former Defense Security Command Commander Noh Sang-won, who was indicted for planning the 'December 3 Emergency Martial Law Incident,' waived his right to a pre-arrest detention hearing on the 18th.

According to the Special Investigation Unit of the National Police Agency, Noh Sang-won expressed his intention to forgo the detention hearing scheduled for the afternoon at the Seoul Central District Court.


The police believe that on the 1st, Noh met with Defense Security Command Commander Moon Sang-ho and two colonels from the Defense Security Command at a Lotteria in Ansan, Gyeonggi Province, to premeditate the martial law.


They determined there is evidence that Noh instructed to "prepare as martial law will soon be declared" and ordered securing the Central Election Commission (CEC) servers related to election fraud.


The police secured CCTV footage showing them conversing while eating hamburgers. The Special Investigation Unit explained, "There is confirmed evidence that Noh Sang-won held prior discussions regarding martial law with former Minister of National Defense Kim Yong-hyun and associates from the Defense Security Command."


Noh Sang-won served as the Defense Security Command Commander during the Park Geun-hye administration and is suspected as a behind-the-scenes figure who planned the current martial law, assisting former Minister of National Defense Kim Yong-hyun, his senior from the Korea Military Academy, in drafting the proclamation order.
