Earlier, Kim Byung-joo, a Supreme Council member of the Democratic Party of Korea, appeared on SBS Radio's 'Kim Tae-hyun's Political Show' on the 17th and said, "There are many reports that former commander Noh Sang-won played a key role in the martial law," adding, "On December 1st, the four members of the Defense Security Command met and seemed to say, 'Martial law will happen, so let's prepare.' December 1st was two days before martial law was to occur, and it appears that the four, including the Defense Security Command commander and colonels, met somewhere near Sangnoksu Station to assign tasks."

Subsequently, the National Investigation Headquarters' Special Investigation Unit for Emergency Martial Law of the National Police Agency announced on the same day through a press release that "It has been confirmed that former commander Noh Sang-won had prior discussions related to martial law with former Minister of National Defense Kim Yong-hyun and officials from the Defense Security Command." The police judged that former commander Noh conspired in advance about martial law with Defense Security Command commander Moon Sang-ho and two colonels from the Defense Security Command on the 1st, and secured CCTV footage from the store. It was reported that at the time, former commander Noh was captured instructing, "Martial law will happen soon, so prepare," and ordering them to secure the Central Election Commission (CEC) servers related to election fraud.

Meanwhile, former commander Noh served as the Defense Security Command commander during the Park Geun-hye administration and is suspected to be a behind-the-scenes figure who planned this martial law, assisting former Minister of National Defense Kim Yong-hyun, a senior from the Korea Military Academy, in drafting the proclamation. Currently a civilian, he was urgently arrested on the 15th and is being held at the Seoul Western Police Station detention center. Commander Moon is under suspicion of ordering the deployment of troops to the CEC after President Yoon's martial law declaration, as well as deploying the North Korean infiltration unit (HID) under the Defense Security Command to urgently arrest members of the National Assembly.
