Ulsan City to Support Home Care Services for Mothers and Newborns

Maternal and Newborn Health Care Voucher, Refund of Out-of-Pocket Expenses

Ulsan City will implement the ‘Postpartum Mother and Newborn Home Care Service Support Project’ starting January next year, which provides partial support for the out-of-pocket expenses incurred when using the mother and newborn health management voucher.


The existing mother and newborn health management support project dispatches health managers to childbirth families to assist with postpartum recovery of mothers and newborn care. Depending on the type, out-of-pocket expenses amounting to 10-50% of the service price were incurred, placing an economic burden on childbirth families.


The new ‘Postpartum Mother and Newborn Home Care Service Support Project’ reimburses part of the out-of-pocket expenses. From the out-of-pocket amount paid to the service provider, excluding 10%, support of up to 200,000 KRW for the first child, up to 300,000 KRW for the second child, and up to 400,000 KRW for the third child or more can be received.


The support targets babies born on or after January 1 next year, with a birth registered in Ulsan City, and at least one parent must have resided in Ulsan for one month prior to the birth date. For detailed information regarding applications, inquiries can be made at the health center in the mother’s place of residence.


This project was first implemented in Jung-gu in 2019, benefiting only mothers residing in Jung-gu, but it will now be expanded to cover the entire Ulsan area.


Ulsan City introduced a postpartum care expense support project of 500,000 KRW per newborn in January 2023, and in April of the same year, removed income restrictions for the mother and newborn health management support project, expanding it to all childbirth families. Furthermore, from 2025, the city plans to promote the out-of-pocket expense support project to strengthen support policies for childbirth families.


An official from Ulsan City stated, “Ulsan has been implementing continuous and proactive postpartum care support policies to address the low birthrate issue, and the number of births has shown a clear increasing trend since the second half of this year,” adding, “We hope that this Postpartum Mother and Newborn Home Care Service Support Project will alleviate the burden on childbirth families and serve as a catalyst for increasing Ulsan’s birthrate.”
