The Presidential Office Receives Power of Attorney at Hannam-dong Residence

As the certified copy of the National Assembly's impeachment resolution was delivered to the Presidential Office, President Yoon Seok-yeol's exercise of authority was suspended from 7:24 p.m. on the 14th.
Kim Min-gi, Secretary General of the National Assembly, and other officials from the National Assembly Secretariat arrived at the Yongsan Presidential Office with the impeachment resolution at around 6:16 p.m. that day.
They waited for about an hour near the Defense Ministry's west gate information desk before visiting the main building of the Presidential Office to deliver the impeachment resolution in the name of National Assembly Speaker Woo Won-sik to Yoon Jae-soon, Secretary General for Administration. The extended waiting time was due to the Presidential Office needing time to obtain a power of attorney from President Yoon at his Hannam-dong residence.
Secretary General Kim told reporters, "We confirmed the identity and delegation relationship of Secretary General Yoon, who carried President Yoon's power of attorney, and then delivered the impeachment resolution." It was reported that Secretary General Yoon apologized to the National Assembly side, saying, "Sorry to have kept you waiting so long," upon receiving the impeachment resolution.
Accordingly, President Yoon is unable to exercise constitutional presidential powers such as ▲ Commander-in-Chief of the Armed Forces ▲ Ratification of treaties ▲ Powers of pardon, reprieve, and restoration ▲ Veto power over bills ▲ Proposal and promulgation of constitutional amendments ▲ Promulgation of amendments to laws ▲ Submission of the budget ▲ Administrative legislative powers ▲ Appointment and dismissal of public officials. Furthermore, he must suspend all state affairs, including convening the Cabinet meeting, appointing public officials, and receiving reports from ministries.
President Yoon may resume his duties if the Constitutional Court dismisses the impeachment within the maximum 180-day impeachment trial period. However, if the impeachment is upheld, he will be removed from the presidency.
