Seoul City Decides District Unit Plan
Applied to 'Jamsil Jangmi 1, 2, 3' etc.
Apartments in the Jamsil area of Seoul will gain momentum for 'reconstruction up to 49 floors.'
On the 12th, Seoul City announced that it had amended and approved the 'Jamsil Apartment District Unit Plan Decision,' which converts the existing 'Jamsil Apartment District' into a district unit planning zone, at the 17th Urban and Architectural Joint Committee held on the 11th.
The Jamsil Apartment District was designated to create a large-scale apartment complex in the 1970s and 1980s to alleviate the housing shortage, but it was not suitable under the modern urban management system, so the transition to a district unit plan has been promoted. In the existing apartment district, only residential buildings can be constructed on residential land (only one use per site), and commercial facilities within the complex were not allowed, making it difficult to accommodate diverse demands such as mixed-use residential and commercial buildings. Urban management tools used in the district unit plan, such as building setback lines, public pedestrian pathways, and three-dimensional connections of public facilities, are also applied in maintenance plans, making it easier to establish maintenance plans.
The current Jamsil Apartment District unit plan includes provisions to relax various regulations on the use, density, and height of buildings in the apartment district. Regarding height, it is relaxed to within 50 floors. This will apply to apartments currently undergoing reconstruction, such as the 'Jamsil Jangmi 1, 2, and 3 Apartments' in Sincheon-dong, Songpa-gu. The city finalized a rapid integrated planning proposal in August to reconstruct Jamsil Jangmi into 49 floors with 4,800 households.
The Jamsil Apartment District unit plan reflects the contents of the target sites where maintenance plans have been completed. It also designates large-scale housing complexes due for reconstruction as special planning zones to present systematic maintenance plan directions.
Regulations on commercial land will also be relaxed. The existing 'central facility land,' which handled commercial functions within the apartment district, encourages uses such as neighborhood living facilities and cultural and assembly facilities to enhance street vitality. Additionally, the building coverage ratio is set at 50%, the base and allowable floor area ratio at 250%, the maximum floor area ratio at no more than twice the legal floor area ratio, and the height at 32 meters (relaxed to 40 meters with the installation of publicly accessible open spaces).
The city plans to finalize and announce the Jamsil Apartment District unit plan in January next year after a public re-review by residents.
The city stated, "Through the transition of the Jamsil Apartment District to a district unit plan, we expect to flexibly respond to changes in urban and social conditions and establish a harmonious and integrated urban management system with the surrounding areas."
