The Democratic Party of Korea announced on the 11th that it will report the second impeachment motion against President Yoon Seok-yeol on the 12th and attempt a plenary vote at 5 p.m. on the 14th.
Kang Yoo-jung, the Democratic Party floor spokesperson, said this to reporters immediately after the party members' meeting held at the National Assembly main building in Yeouido, Seoul, that afternoon.
Regarding the difference between the re-submitted impeachment motion against President Yoon and the first impeachment motion that was not established at the National Assembly plenary session on the 7th, Spokesperson Kang replied, "I understand there is no significant change." Since the current session is a temporary session, even if the content is the same as the first impeachment motion attempted during the regular session, it does not violate the principle of ne bis in idem.
However, some expect that the second impeachment motion will specify concrete testimonies and circumstances regarding President Yoon's illegal declaration of martial law and 'acts of rebellion.' If the second impeachment motion explicitly states President Yoon's specific charges of rebellion, it is analyzed that the People Power Party will also face considerable pressure in voting against the impeachment.

The Democratic Party plans to immediately form a special prosecutor candidate recommendation committee and expedite its operation for the so-called 'Permanent Special Prosecutor for Rebellion,' which is in charge of investigating President Yoon's acts of rebellion. Regarding the possibility that the president may not cooperate with the appointment of the permanent special prosecutor, Spokesperson Kang responded, "That itself is illegal and, on the other hand, a constitutional violation."
Kang Yoo-jung said, "The recommendation committee will be formed together with the Innovation Party and the Progressive Party." The committee will consist of seven members: one each from the Ministry of Justice deputy minister, the Court Administration Office deputy chief, and the Korean Bar Association president; two from the Democratic Party; one from the Innovation Party; and one from the Progressive Party.
