Proposing Cultural and Artistic Revitalization through Network Construction
Concerns have been raised about the need to improve the women-friendly city initiatives and women's policies in Gwangsan-gu, Gwangju.
On the 9th, Yoon Hye-young, a member of the Gwangsan-gu Council in Gwangju, pointed out during the second plenary session of the 293rd regular meeting through a district administration inquiry, “According to a recent resident survey, the recognition rate of Gwangsan-gu as a women-friendly city was only 13.7%, and awareness of women's policies was just 18.1%,” adding, “The purpose and content of the policies must be actively promoted.”
Councilor Yoon stated, “The 5th term Women-Friendly City Citizen Participation Group has 28 members, with an activity participation rate of only 10-20%, which is very low compared to the 4th term,” and argued, “Although the project capabilities have been accumulated, the scope of activities should have expanded, but in reality, its functions and roles have regressed.”
She continued, “This year, the district implemented only three women’s employment and entrepreneurship support programs, and there were no actual employments among those who completed the training,” criticizing, “Programs supporting employment for women with career interruptions, public contests, and projects linked to the Gwangsan Citizen Allowance have not contributed to job creation. The Gwangsan-type Women-Friendly Enterprise Certification project was not even initiated.”

Furthermore, she suggested, “There is only one local women-related institution, the MoaMoa Center, which is operated mainly as a public care service,” and emphasized, “There is a need to additionally expand community spaces for women’s social participation and capacity building.”
On the same day, Councilor Yoon also proposed measures to revitalize culture and arts.
He said, “If local cultural artists, businesses, institutions and organizations, schools, and residents build a cooperative network, various cultural activities such as festivals, exhibitions, and performances can be created,” adding, “Continuous efforts should be made alongside active promotion to enable more citizens to participate.”
Councilor Yoon urged, “The remodeling of cultural and artistic facilities should enhance user convenience,” and ordered, “Accessibility should be improved through the expansion of parking lots and convenience facilities as well as the use of online platforms, and barrier-free cultural and artistic spaces for the disabled and elderly should also be established.”
