The Guri City Council of Gyeonggi Province (Chairman Shin Dong-hwa) adopted the "2024 Unexecuted Urban Planning Facilities Step-by-Step Execution Plan Opinion Proposal," which was primarily proposed by Councilor Yang Kyung-ae, at the 7th plenary session of the 2nd regular meeting of the 342nd session on the 10th.
According to Article 85 of the "Act on the Planning and Use of National Land" and Article 95 of the Enforcement Decree of the same Act, the Mayor of Guri must seek the opinion of the Guri City Council regarding the established "2024 Unexecuted Urban Planning Facilities Step-by-Step Execution Plan."
All members of the Guri City Council pointed out that a massive budget of 92.7 billion KRW must be invested in 37 locations in the first phase execution plan alone, and that among the total 198 unexecuted urban planning facilities, 183 locations, accounting for 92%, have less than two years left before the loss of the effect of the urban planning facility decisions. They requested the executive branch to recognize this seriousness and to protect landowners' property rights and reduce the city's financial burden through sufficient review and active reanalysis of the ongoing '2030 Guri Urban Management Plan Reorganization Project' and unexecuted urban planning facilities.
Chairman Shin Dong-hwa stated, "The biggest issue in this 2nd regular meeting was the 2025 budget of Guri City," and added, "In these difficult financial circumstances, the executive branch should conduct a thorough analysis of unexecuted urban planning facilities to abolish or adjust unreasonable facilities to reduce the city's financial burden."
