Yeongju City in Gyeongbuk selected Jiyonggeun Architectural Office (Architect Jiyonggeun) and Irum Surveying and Design Office (CEO Hyojun Lee) as the top companies in the architecture and civil engineering design fields in the ‘2024 Excellent Design Office Selection’ evaluation held on the 6th.
This selection was introduced for the first time this year to promote prompt, accurate, and fair civil complaint processing, enhance the reliability of permit administration, and improve external integrity by comprehensively evaluating ▲accuracy and speed of civil complaint documents ▲specialized design capabilities ▲and safe construction site management.

From January to October 2024, an evaluation team was formed to review a total of 320 permits in the architecture (185 cases) and civil engineering (135 cases) fields, conducting assessments based on criteria specific to each field.
The evaluation targeted 21 local architectural offices and 9 civil engineering design offices, scoring them mainly on whether they requested corrections for non-compliance with relevant laws during individual permit applications.
The evaluation results showed that in the architecture field, there were many corrections needed regarding ▲building restrictions according to building use ▲lack of land ownership confirmation ▲and road occupancy issues.
In the civil engineering field, the main corrections were related to matters concerning the National Land Planning and Utilization Act, such as ▲review by the Urban Planning Committee.
Jiyonggeun Architectural Office and Irum Surveying and Design Office, selected as the best, were awarded certificates of commendation. The city plans to separately produce and deliver certification plaques to the excellent design offices.
A city official stated, “Through the excellent design office evaluation system implemented for the first time this year, we will enhance the reliability of permit work and improve any shortcomings identified during the evaluation process through workshops to strengthen the capabilities of permit-related personnel. We will realize permit administration that satisfies citizens.”
Mayor Namseo Park said, “Yeongju City integrates all permit-related tasks such as architecture, farmland, mountain areas, environment, development activities, and road occupancy under the Permit Division, achieving shorter processing times and administrative innovation. We will further strengthen close communication with permit agencies to protect citizens’ property rights and create a safe city of Yeongju.”
