#Kim, an employee of an architectural office who visited the relevant local government to obtain a building permit for a new building on behalf of the building owner, felt inconvenienced by the lack of a unified civil complaint application and processing system after learning that a separate ‘road name address assignment’ application must be submitted before applying for occupancy approval.


#Mr. Lee, the building owner who intended to apply for occupancy approval after the new building was constructed and all related documents were prepared, felt frustrated upon being informed by the responsible official that the ‘road name address assignment’ application had not been submitted prior to the occupancy approval application, requiring him to apply for the road name address assignment again, causing a delay of up to 14 days.


Starting from the 9th, the inconvenience of building owners having to submit separate ‘construction commencement reports’ and ‘road name address assignment applications’ to the local government’s building department and address department respectively when constructing new buildings will be resolved.


The Ministry of the Interior and Safety and the Ministry of Land, Infrastructure and Transport have completed improvements to work procedures and systems so that once the construction commencement report is completed during new building construction, the local government automatically assigns the road name address without the building owner having to apply.


After announcing measures to alleviate public inconvenience in February this year, the Ministry of the Interior and Safety and the Ministry of Land, Infrastructure and Transport closely collaborated to improve work procedures by analyzing and designing essential information linkage methods between the Address Information Management System (hereinafter KAIS) and the Building Administration System (hereinafter Seumteo), and developed modules to be applied to each system.


When the building owner submits the construction commencement report, KAIS receives building permit information from Seumteo and provides a building number assignment notification service to the local government’s road name address officer.


The notified local government road name address officer has established a service system that allows them to immediately assign the road name address ex officio.


Additionally, from the start to the completion of the road name address assignment, the progress at each stage is provided via text messages to the building owner and others, enhancing the convenience of civil complaint processing.


Lee Sang-joo, Director of the Land and Urban Office at the Ministry of Land, Infrastructure and Transport, emphasized, “In addition to this improvement in the road name address assignment procedure, we have simplified the building civil complaint processing procedures by linking with the Korea Institute of Registered Architects system to automatically input affiliated company information when reporting the placement status of architectural assistants. We will continue to strive to enhance the convenience of building civil complaint processing services.”


Kim Min-jae, Deputy Minister of the Ministry of the Interior and Safety, stated, “Our address system, proven excellent through applications such as drone-robot delivery using object addresses and the export of the Korean-style address system to Mongolia, has become more convenient for the public to use. We will continue to promote various policies to further develop the Korean-style address system.”
