Gwangju City Announces Legislative Notice for Adjustment of Administrative Organization and Staffing Gwangju City Hall exterior view.

Gwangju City will adjust its administrative organization and the number of public officials to enhance the execution of major projects and strengthen support for citizen services.


On the 6th, Gwangju City announced the legislative notice for the "Partial Amendment to the Enforcement Rules of the Ordinance on the Establishment of Gwangju City Administrative Organization and Other Autonomous Regulations" to respond to essential issues and ensure efficient work processing. The main points include ▲ strengthening the energy and future car industrial complex creation and integrated care organizations ▲ preparation and operation of city buses, libraries, and animal protection centers ▲ operation of the 119 Situation Room as a 'Fire and Police One Team.'


The city will unify the bifurcated energy tasks into the Energy Industry Division of the Artificial Intelligence Industry Office to promote the use of renewable energy and discover new RE100 industry models, thereby strengthening the attraction of advanced industries such as future cars, data, and semiconductors. A dedicated public official (grade 5) will be assigned to the Investment Industrial Complex Division for the creation of the Future Car National Industrial Complex, preparing for cooperation with related ministries and attracting tenant companies to the industrial complex.


The Care Policy Division of the Welfare and Health Bureau plans to fill gaps in integrated care policies under the "Act on Integrated Support for Community Care including Medical and Nursing Care," which will be implemented in 2026, and provide differentiated care services unique to Gwangju by linking with public health centers and medical institutions, leading the "standard for care policies and services" in South Korea.


Additionally, in line with the opening of Subway Line 2 and the introduction of a new public transportation system in the Gwangcheon area, the Public Transportation Division of the Integrated Airport Transportation Bureau will be strengthened, and detailed preparations will be made to improve the convenience of public transportation use.


The Cultural Heritage Resources Division of the Culture and Sports Office will reorganize its functions to promote a humanities city and actively prepare for the opening of libraries. It will support the promotion of humanities and the revitalization of local bookstores, connecting the Hanam Municipal Library (scheduled to open in the second half of 2025) and the main library (scheduled to open in 2026) to create a "city of reading," thereby enhancing the status of Gwangju as a Nobel Literature city.


The Agriculture and Animal Policy Division of the Economic Startup Bureau will integrate the existing animal shelters with the opening of the Gwangju Animal Protection Center to provide dog and cat protection and adoption services to citizens.


Along with this, police officers will be assigned to the 119 Comprehensive Situation Room of the Gwangju Fire and Safety Headquarters to form a "Fire and Police One Team." By collaborating and responding from the early stages of disaster occurrence, it is expected to provide citizens with safer disaster and security services through rapid on-site response.


With this partial organizational restructuring, the number of divisions and bureaus remains the same at 15 offices and 72 divisions at the headquarters level, while the number of public officials will increase by 4 police officers, totaling 4,186 personnel.


Lee Byung-chul, Director of the Planning and Coordination Office, said, "This adjustment of the administrative organization and the number of public officials was made to respond swiftly to new policy demands following the organizational restructuring in July. We will focus our organizational capabilities on the smooth implementation of major policies and providing administrative services that meet citizens' expectations."
